The Adur Planning Committee met to consider several planning applications. These included proposals for new dwellings, self-storage units, and refurbishment of an outdoor activity centre. The committee also allocated time for public and member questions.
Planning Applications
The Adur Planning Committee was scheduled to review and make recommendations on four planning applications.
Development Site on New Road, Shoreham-by-Sea
The committee was to consider a plan for the construction of two semi-detached houses, along with landscaping and parking facilities, at a development site located at 3 to 19 New Road, Shoreham. The applicant, St Mary's View Developments Ltd, had previously submitted plans for detached dwellings on the site, but these were deferred at earlier committee meetings due to concerns about their impact on neighbouring properties. Amended plans were submitted, showing a pair of semi-detached dwellings located further north, towards the rear of the site, to increase the distance from houses in New Road. The Head of Planning recommended that delegated authority be granted to approve the application, subject to comments from the tree officer, consideration of further neighbour comments, and the completion of a Section 106 agreement1 to secure off-site provision of biodiversity net gain2.
Several residents of New Road had raised objections to earlier plans, citing concerns such as loss of light and privacy, overdevelopment, and inadequate spacing between the proposed houses and existing properties. There were also letters of support, praising the developer's work and the enhancement of a previously derelict area.
Garage Compound Rear Of Kingston Broadway, Hawkins Road, Shoreham
The committee was to consider an application for the demolition of existing commercial yards and garages, and the redevelopment of the site to provide five 3-storey residential dwellings with parking at the garage compound rear of Kingston Broadway, Hawkins Road, Shoreham. The applicant, Budsull Partnership Limited, had previously been granted planning permission in 2022 for a similar development (AWDM/0607/22), which remained valid until 12 November 2025. The main differences between the current application and the original permission related primarily to changes to the design and layout of the proposed buildings.
The Head of Planning recommended approval, subject to conditions.
Three letters of objection were received from residents of Hawkins Road, raising concerns about overdevelopment, overlooking, increased parking congestion, and potential risks to highway safety. A letter from 44B Kingston Broadway noted that an existing parking bay was part of a lease and should not be included in any calculation of available parking spaces within the new development.
Unit 3 New Wharf, Brighton Road, Shoreham
The committee was to consider a proposal for the erection of 35 external self-storage units (Class B83), a refuse store, a cycle shelter, and the reconfiguration of the car parking layout at Unit 3 New Wharf, Brighton Road, Shoreham. The applicant, Cinch Self-Storage, had previously been granted permission for recladding the existing warehouse on the site to enable its use as a self-storage facility.
The Head of Planning recommended temporary approval.
One objection was received from a resident of Flat 35 Waters Edge, Anchor Close, who expressed concerns about potential noise pollution from 24/7 access to the storage units and requested that access be restricted to sociable hours.
Adur Outdoor Activities Centre, Brighton Road Shoreham
The committee was to consider an application for refurbishment works at the Adur Outdoor Activities Centre, Brighton Road Shoreham. The proposals included replacing painted wooden cladding with anthracite grey uPVC cladding on the external walls of the climbing wall building, replacing the rotten wooden balcony deck with composite decking boards, and relocating a converted container unit, used as a 'snack shack', to the south side of the building.
The Head of Planning recommended approval.
Other Matters
The committee was also scheduled to discuss the council's priorities, including protecting front line services, promoting a clean environment, supporting the local economy, promoting health and wellbeing, and ensuring value for money. They were also scheduled to consider sustainability, equality, community safety, and human rights issues related to the planning applications.
