Summary

The Policy and Resources Committee of Three Rivers District Council met on 8 September 2025, and agreed to install solar panels on Three Rivers House and to allow the Sarratt Neighbourhood Development Plan to proceed to a referendum. Councillors also discussed budget monitoring, a community governance review, and the creation of an Equalities Forum.

  • Three Rivers House Solar Panels Array Extension - The committee voted to instruct officers to install a solar panel array on Three Rivers House, to be installed by Chiltern Solar, at a cost of £50,813 (excluding VAT). This decision aims to progress the council's commitment to achieving net zero emissions by 2030, as outlined in the Climate Emergency and Sustainability Strategy (2023-2027). The solar PV system is predicted to generate 35,646 kWh of solar electricity a year, representing 8% of Three Rivers House's electricity usage, and saving 6 tCO2 and £8,635 a year in utility costs. 1
  • Sarratt Neighbourhood Plan Decision Notice - The committee agreed the Decision Notice for the Sarratt Neighbourhood Plan, allowing it to proceed to a public referendum. The referendum, scheduled for 6 November 2025, will ask residents whether Three Rivers District Council should use the Sarratt Neighbourhood Plan to help it make planning decisions in the Sarratt Neighbourhood Area. The plan includes policies to direct development and the use of land in the area.
  • Three Rivers Equality Forum - The council discussed and agreed the draft Terms of Reference for the Three Rivers Equality Forum, and sought feedback on its membership. The purpose of the Equalities Forum is to create a partnership to address and improve issues relating to Equality, Diversity and Inclusion to support the objectives of the Corporate Framework and Community Strategy. The Equalities Forum will not be a decision making body, but will create an opportunity for consultation and input on joint initiatives and the Equalities Objectives.
  • Budget Monitoring Report to 30 June 2025 - The committee approved revenue budget virements and supplementary estimates, and noted revenue and capital variances, as set out in the appendices to the report. The original 2025/26 budget as approved by Council on 25 February 2025 was £14.677m. The latest budget which totals £15.108m includes the variances previously reported to Policy & Resources Committee in March 2025 (Period 10 Budget Monitoring) and approved by urgent decision in July 2025 (2024/25 year end report). The forecast year end position for 2025/26 at Period 3 is estimated to be £15.105m giving a favourable variance of (£0.003m).
  • AV System Procurement Exemption - Members noted the action taken regarding the procurement exemption and agreed to enter into a contract with Auditel for AV equipment in the Penn Chamber. The existing equipment in the Penn Chamber has not been effective for some time and the existing provider, Carillion, have advised that the microphones and battery packs are now end of life. The cost of the works is £83,120.
  • Community Governance Review - This item was deferred from the agenda.
  • Work Programme - The committee noted the work programme.

  1. A power purchase agreement (PPA) is a long-term contract between an electricity generator and a buyer. In this agreement, the buyer agrees to purchase electricity at a pre-negotiated price for a specified duration, usually ranging from 5 to 20 years.
