The Appointments Sub-Committee met to discuss the recruitment of a Director of Streetscene. The meeting included a briefing on the selection process, a review of key documents related to the recruitment, and agreement on the recruitment selection and assessment criteria. Councillors were also scheduled to consider excluding the public and press from part of the meeting.
Director of Streetscene Recruitment
The sub-committee was scheduled to discuss key documents for the recruitment of a Director of Streetscene. The post became vacant after the decision to create the role, following the vacancy of the Director of Neighbourhoods. The key documents for recruitment report included the terms of reference for the panel, the job advertisement, and the job details for the role.
The terms of reference stated that the Appointment Panel should:
(a) Consider and agree suggested questions for interview.
(b) interview shortlisted applicants and select the most suitable applicant for appointment and nominate a second-place applicant (if possible) in the event that the first-choice applicant does not accept the post.
The job advertisement for the Director of Streetscene post listed a salary of £94,972 - £108,767. The advert was published on the council's website, the Municipal Journal, and LinkedIn.
The job details outlined the responsibilities of the role, including:
- Working with Elected Members to set and deliver on the strategic aims of the Department of Streetscene.
- Acting as advisor to the Executive Member for Streetscene, who at the time was Councillor Fred Birkett.
- Leading the strategic direction and operational management for household waste collections, the introduction of food waste collections and simpler recycling, trade waste service, the council's vehicle fleet, street cleansing, public conveniences, grounds maintenance, public & open spaces and cemeteries and burial service.
- Supporting the Head of Streetscene to manage the council's responsibilities as a member of Project Integra1.
The job details also specified that the successful candidate would be a member of the Chief Executive Officer Andrew Wannell's Senior Leadership team, and would be expected to support the council's emergency planning response.
Selection Process Briefing
The sub-committee was scheduled to receive a selection process briefing from Sarah Robinson, a co-opted member of the sub-committee. The purpose of the briefing was to update members on the selection process for the appointment of the Director of Streetscene.
Exclusion of Public and Press
Councillors were scheduled to consider whether to exclude the public and press from the remainder of the meeting. This was to be considered on the grounds that the matters to be dealt with could involve the disclosure of exempt information, as defined in Paragraphs 1 and 3 of Part 1 of Schedule 12A of the Local Government Act 1972[^3].
