Recommendations of the Scrutiny Task and Finish Group: Housing Services Voids and Allocations

The committee was scheduled to receive an update on the conclusions of the Voids Task and Finish Work Group. The report noted that since the Task and Finish Group undertook their review of the Void Management process during March 2024, there have been some external factors that have increased the period it takes to prepare a property for re-letting, namely WHQS20233 and the Renting Homes Wales Act 2016. The report also noted that the number of properties that were void and having re-let works carried out on them stood at 46 properties at the time the Task and Finish Group undertook their review. Since the review, and as a result of compliance with both WHQS2023 and RHWA2016 together with large new social housing developments been completed by registered social landlords operating on the Island, there has been a significant increase in the number of properties void at any given time, which at the end of September 2024 there were over 100 properties void.

The report stated that a significant amount of work has been put into getting these homes ready to be re-let and at the 18th of August the figure stood at 57 void properties. This has been achieved as a result of appointing to the post of Voids Supervisor and recruiting in house Painters as well as being able to utilize external contractors as a result of our new contractor framework which is in place.

The revised target timescales for 2025/26 for the turnover of a void property is 51 calendar days.

The committee was asked to note the update since the last report to the Corporate Scrutiny Committee on the 19th of February 2025 on the conclusions of the Voids Task and Finish Work Group.

Membership of Scrutiny Panels

The committee was scheduled to discuss the membership of scrutiny panels. Group Leaders had recently agreed to amend the membership of scrutiny panels to be subject to political balance principles and rules. The committee was asked to agree a revised process for membership balance of the council of the 3 scrutiny panels based on the current political balance. The committee was also asked to agree the terms of reference for each of the 3 scrutiny panels, and to nominate one member to serve on the Welsh Language and Equality Steering Group.

Forward Work Programme

The committee was scheduled to consider its forward work programme for 2025/26. The report stated that effective work programming is the bedrock of an effective local government scrutiny function. The committee was asked to agree the current version of the forward work programme for 2025/26, and to note progress thus far in implementing the work programme.
