Summary

The Licensing Panel E of Camden Council scheduled a remote meeting for 18 September 2025, to discuss licensing applications. The agenda included agreeing on procedure rules for remote meetings and considering applications for premises licences at three locations: Monopoly, Brondes Age and 53 Mill Lane.

Guidance on Remote Meetings

The panel was scheduled to agree on the procedure rules for remote meetings held under the Licensing Act 2003 and associated regulations. According to the agenda, the council's standing orders were set to apply, but would be interpreted in light of the guidance note and the fact that the hearing was being held remotely.

The Guidance on Remote Meetings held under the Licensing Act 2003 and Associated Regulations stated that Camden Council would conduct remote hearings using Microsoft Teams, utilising both audio and video functionality. Unless dealing with confidential items, hearings would be streamed to the public, who would be able to listen and watch, but not participate.

Monopoly, 213-215 Tottenham Court Road W1T 7PS

The panel was scheduled to consider an application to vary the premises licence for Monopoly, an immersive experience venue licensed from Hasbro Inc. The applicant, Gamepath (Monopoly) Limited, sought to extend the permitted hours for licensable activities on the basement and ground floor of the premises for pre-booked private events only. There were to be no changes to the permitted hours for the first and second floors.

The proposed changes to licensable activities were:

  • Supply of Alcohol: Monday to Wednesday until 01:00, Thursday to Saturday until 02:00, Sunday until 22:30.
  • Plays, Films, and Indoor Sporting Events: Monday to Wednesday until 01:00, Thursday to Saturday until 02:00, Sunday until 22:30.
  • Live Music, Recorded Music, Performance of Dance: Monday to Wednesday until 01:00, Thursday to Saturday until 02:00, Sunday until 22:30.
  • Late Night Refreshment: Monday to Wednesday until 01:00, Thursday to Saturday until 02:00.

The applicant also proposed to amend conditions to require Security Industry Authority (SIA) registered door supervisors1 on a risk-assessed basis and restrict licensable activities to those attending pre-booked private events. Three representations had been received regarding the application, from the Licensing Authority, responsible authority, and two resident associations.

The Licensing Authority representation recommended additional conditions in line with Camden Council's commitment to women's safety initiatives, including participation in the 'Ask for Angela' scheme2 and Welfare and Vulnerability Engagement (WAVE) training3 for staff. The Ridgmount Gardens Residents Association raised concerns about noise and disturbance from groups leaving the premises, stating that extending the hours and encouraging late-night private parties could substantially increase this and constitute a public nuisance .

The Charlotte Street Association objected to the extended hours, arguing that they breached Camden's adopted policy on framework hours4 and could attract crime and disorder. The report noted that the premises were not located within a Cumulative Impact Area5.

Brondes Age, 328 Kilburn High Road NW6 2QN

The panel was also scheduled to consider an application to vary the premises licence for Brondes Age, a venue on Kilburn High Road. The applicant, Tangerine Turtle Limited, sought to:

  • Amend the hours for licensable activities, specifically the sale of alcohol, live music and recorded music on Fridays and Saturdays until 03:00.
  • Extend the opening hours of the premises on Fridays and Saturdays until 03:30.
  • Revise condition 41 from Annex 3 of the licence relating to door supervisors.
  • Amend condition 30 of the licence to state that there should be no admittance or readmittance to the premises after 02:00.

Three representations had been received regarding the application, from a Resident Association and two residents.

The report noted that the applicant had agreed to accept three additional conditions requested by Environmental Health, and one additional condition requested by the Licensing Authority. On this basis, Environmental Health and the Licensing Authority had withdrawn their representations.

The additional conditions included:

  • Installation of a sound limiting device.
  • Ensuring music emanating from the premises does not cause a nuisance.
  • Limiting the smoking area to a maximum of six patrons at any one time, with no drinks permitted in this area.
  • All front-of-house staff shall be trained in Welfare and Vulnerability Engagement (WAVE), Ask for Angela, and drink spiking awareness.

53 Mill Lane, London, NW6 1NB

The panel was scheduled to consider an application for a new premises licence for 53 Mill Lane, London, NW6 1NB. The applicant, SSA Kaur Limited, sought permission for the off-premises sale of alcohol between 09:00 and 23:00 Monday to Saturday, and between 11:00 and 22:30 on Sunday. The proposed opening hours were 07:00 to 23:00 Monday to Saturday and 08:00 to 22:30 on Sunday.

Eight relevant representations had been received in relation to the application, from a local Councillor and seven residents.

The report noted that the applicant had agreed to accept a total of 34 additional conditions, requested by the Police and the Licensing Authority. On this basis, the Police and Licensing Authority did not submit a representation.

The agreed conditions included:

  • Installation and maintenance of a comprehensive CCTV system.
  • Enforcement of a Challenge 25 policy6.
  • Prohibition of the sale of super-strength beer, lager, or cider with an alcohol content above 6% ABV7.
  • All front-of-house staff shall be trained in Welfare and Vulnerability Engagement (WAVE), Ask for Angela, and drink spiking awareness.
