Summary

The Hampstead District Management Committee 1 was scheduled to meet on 18 September 2025 to discuss anti-social behaviour, the council's budget, and tenant engagement. Councillors were also expected to discuss preparations for Awaab's Law 2, and a new neighbourhood structure. The meeting was scheduled to take place at Taplow TRA Hall.

Preparation for Awaab's Law

The committee was scheduled to discuss a report outlining Camden Repairs and Operations' approach to meeting the repair requirements of Awaab's Law, which is scheduled to come into effect in October 2025.

The report stated that Camden Council is updating its operational response to damp, mould and Category 1 and Significant hazards, in response to the Housing Ombudsman's It's not Lifestyle report, the tragic case of Awaab Ishak, and the introduction of the Social Housing (Regulation) Act 2023.

A new integrated Rapid Response and Damp & Mould Delivery Model is being implemented to ensure:

  • Compliance with Awaab's Law, effective from 27 October 2025, including statutory timeframes for emergency and significant hazard resolution
  • Provide a 'within in 24-hours' response to Category 1 hazards
  • A structured, timely approach to managing significant hazards, including investigation, reporting and remedial works
  • Proactive intervention and root cause prevention of damp and mould
  • Avoidance of escalation to disrepair claims through timely, resident focused service
  • Deliver a consistent, accountable delivery model across all teams

The report stated that at the heart of this model is a commitment to putting resident wellbeing first.

The report also detailed a Damp & Mould Monitoring Strategy, which includes installing monitors measuring humidity, temperature and condensation in all void properties at re-let inspection, homes reporting damp and mould issues, and additional units under Camden's M&E retrofit programme.

Key performance indicators (KPIs) and impact measures were also listed in the report, including targets for the time taken to commence safety works and complete remedial works, and for resident satisfaction.

Housing and Property Tenant Engagement Report

The committee was scheduled to consider a report from Scot Reid, Head of Customer Service and Engagement, sharing insights and recommendations from quarterly monitoring of tenant engagement activities and forums. The report included resident feedback on a range of events and activities, applications for Special Projects Grants and District Management Committee Funds, and stories of impact.

According to the Engagement Report - Q1 2025-2026, resident participation in community activities and groups reveals a diverse range of motivations, including gaining new skills, understanding how services work, influencing decision making, and voicing opinions.

The report also included key suggestions for improvement across events and activities, such as providing more detailed information at Neighbourhood Action Days, allocating more time for discussions at the Meet the Heads of Service Event, and improving group facilitation at the Fire Safety Workshop.

The report also detailed stories of impact, such as the refurbishment of the football pitch on Peckwater Estate, following a partnership between Camden Council, Arsenal in the Community, and Adidas, and a community 'clean-up' day on West End Sidings Estate, where residents got together for a litter pick on the estate.

Hampstead DMC Budget Report

The committee was scheduled to discuss the Hampstead DMC Budget ReportSeptember2025, which outlined the spend relating to the revenue budget for 2025/2026.

The report stated that the minor revenue and major works budget for 2025/2026 is £164,100.00. It also stated that all TRAs are encouraged to submit their bids as early as possible to allow enough time for assessment prior to DMC consideration, and that all expenditure must occur within the current financial year (2025/2026), unless it is clear that an individual scheme meets the capital criteria and needs to be categorised as such.

The report also included a table outlining the in-year budget and spend to date, which showed that the total budget for the financial year is £164,100.00, the total of bids approved in year is £57,595.00, and the balance available for the financial year is £106,505.00.

The report noted that there were no new bids for consideration at the September 2025 meeting.

Hampstead DMC Data on Anti Social Behaviour Reporting to Community Safety

The committee was scheduled to consider the Hampstead DMC ASB Data for the period February 2025 to July 2025.

During this time there were a total of 1387 reports logged. The data showed that Kilburn, West Hampstead and Belsize wards often have the most ASB reports. The top two most frequently reported types of ASB activity across the DMC were drug use and rough sleeping.

Neighbourhood Structure

The committee was scheduled to receive an update on the new Neighbourhood Structure. A presentation on the new structure stated that the council is divided into five neighbourhoods: North, West, East, Central, and South.

Other items

The agenda also included the following items:

  • Registration of Tenants Associations and co-option of tenant representatives. Appendix A listed those Tenants' and Residents' Associations (TRAs) which have satisfactorily completed the registration process. Appendix B listed those TRAs whose registrations have lapsed.
  • Approval of the minutes of the Hampstead DMC held on Thursday 26th June 2025.
  • An update on action points from the last meeting. The DMC Consolidated Action List June detailed action points arising from June 2025 DMC meetings.
  • Consideration of any local issues raised by DMC representatives.

  1. District Management Committees (DMCs) are panels of local residents and councillors that make decisions about local issues.

  2. Awaab's Law is a piece of legislation that will require social landlords to investigate and fix damp and mould issues in their properties within strict time limits.
