A consultation exercise was undertaken between 18 June 2025 and 10 July 2025, and resulted in two objections and one statement of support.

The objections included:

  • A resident suggesting the proposals would have a knock-on effect on other properties. In response, it was noted that there was no specific right to park on the public highway or outside a specific dwelling, and that there were alternative places to park on the road and surrounding roads in the area.
  • A resident providing feedback that not every person that was going to be affected by the proposal had been contacted. In response, it was noted that officers hand-delivered a letter and plan to those properties immediately adjacent to any proposals, and that the formal process was to post notices on site and advertise in the South Wales Evening Post, as well as uploading the advert to the council's website.
  • A resident suggesting that parking bays in the grass verges should be implemented rather than the advertised proposals. In response, it was noted that the council was no longer considering verge conversations for parking due to the cost.
  • A resident wanting to know why the developer was knocking down two good houses and that there had been no consultation on this. In response, it was noted that this was a planning matter not related to the traffic regulation order consultation, and that the resident would need to take this up directly with the planning section.

The South Wales Police fully supported the proposal.

It was recommended that the objections be overruled in full and that the scheme be implemented as advertised.

Disabled Residents Parking Places Order on Church Street, Briton Ferry

Correspondence received following the advertisement of the (Church Street, Briton Ferry) (Disabled Residents Parking Places) Order 2024 was scheduled to be discussed. The individual disabled parking place (IDPP) was requested for outside No. 6 Gower Buildings, Church Street, Neath. According to the report, the IDPP is required because the resident meets all the criteria and it will give them peace of mind to know that they will always be able to park directly outside the property, allowing them to use their car to access shops, parks, and medical centres.

A consultation exercise was undertaken between 12 August 2024 and 2 September 2024, and resulted in three statements of objection.

The objections included:

  • A resident objecting to the proposed disabled parking bay due to the fact they believe the resident is able bodied and does not require a bay specifically for 6 Gower Buildings, stating that the applicant can be seen working on his car and carrying out manual labour works to his property. In response, it was stated that the applicant living in 6 Gower Buildings, Church Street has met the eligibility criteria for an individual disabled parking bay outside of the property, that from a highways/traffic point of view, the location has been assessed as meeting the standard required to install the bay, and that the gentleman has been asked to provide evidence to support his application which he has.
  • A resident suggesting that the resident is aggressive towards neighbours in the street and that parking is already at a premium at Church Street, and that allowing the bay to be installed will only make the situation worse for all the other residents. In response, it was stated that the council appreciates that approximately 5.5m of parking space will become unavailable to the other residents of Church Street by the installation of the individual disabled parking place at 6 Gower Buildings, Church Street, and that it has been noted in the past that sometimes community disagreements can cause friction between residents when a scheme such as this is implemented but from a council standpoint, the resident has applied for an individual disabled parking place, it has passed the criteria in relation to highway safety and the resident has met the assessment criteria and supplied all the supporting evidence required to be approved for the individual disabled parking place.
  • A resident questioning the validity of the applicants eligibility for an IDPP in relation to mental health issues, stating that there are many residents living in Church Street that should therefore qualify for an IDPP. In response, it was stated that if a resident feels they would the criteria for an individual disabled parking place then they should apply, and that the scheme is there to give independence to residents that have disabilities. It was recommended that the objections be overruled in full and that the scheme is implemented as advertised at the earliest convenience.

Traffic Regulation Orders at Pen Y Grug and Pen Y Allt, Ystalyfera

Correspondence received following the advertisement of the (Pen Yr Allt and Pen Yr Grug, Ystalyfera) (Prohibition of Waiting, Loading and Unloading At Any Time) and (Prohibition of Waiting At Any Time) Order 2024 was scheduled to be discussed. The scheme is necessary to prevent indiscriminate parking in the interest of road safety.

The scheme was prioritised by local members following representations from local residents regarding indiscriminate parking practices on Pen Yr Allt and Pen Yr Grug, Ystalyfera.

Following a three-week consultation exercise, four statements of objection and two statements of support were received on the proposals.

The objections included:

  • A resident understanding why the proposals are being introduced but feels the parking arrangements on this street is shocking, and suggesting that there is a big grass verge outside their house that could be taken away to provide ample parking for residents. The resident has a disabled child and has to carry the child down the grass bank, and uses the cul de sac sometimes as it is easier to take the child in the house rather than going down the grass verge to the car (referring to Pen Y Grug proposal).
  • Residents objecting to the scheme and feel it is unnecessary and overkill and a waste of council resources (no indication of which street is being referenced).
  • A resident feeling that the proposals are unrealistic as residents require areas to park, stating that four homes are affected by the proposals who have seven cars between them, and asking whether alternative parking places will be given, or residents permits, and that the area in question is being used to park scrap cars by non-residents (referring to Pen Yr Allt proposal).
  • Residents feeling that the mud embankment or verge outside their properties should be removed and turned into parking (referring to Pen Y Grug proposal).

The South Wales Police fully support this proposal, and one resident was also in full support of this proposal.

It was recommended that the objections are upheld in part to the (Pen Yr Allt and Pen Yr Grug, Ystalyfera) (Prohibition of Waiting, Loading and Unloading At Any Time) and (Prohibition of Waiting At Any Time) Order 2024 and that a revised scheme is implemented.

Traffic Regulation Orders and Traffic Calming Features at Cwmtawe Community School

Approval to advertise the traffic regulation orders and traffic calming features in association with the Cwmtawe Community School was scheduled to be discussed. The scheme is necessary to prevent indiscriminate parking and reduce vehicular speeds in the interest of road safety.

A new car park/ pick up /drop off area for buses and cars at Cwmtawe Community School is being constructed to ease congestion and remove vehicles visiting the school from the public highway. The traffic regulation orders and traffic calming features are required to regulate parking and reduce vehicle speeds on the public highway outside the school in the interest of road safety. This includes the revocation of the existing School Keep Clear road markings.

It was recommended that approval is granted to advertise the Traffic Regulation Orders and Traffic Calming locations in association with the Cwmtawe Community School and if no objections are received that the proposal is to be implemented on site as advertised.

Traffic Regulation Orders at Tank Farm Road Development, Coed Darcy

Approval to advertise the traffic regulation orders for the Tank Farm Road Development, Coed Darcy was scheduled to be discussed. The scheme is necessary to prevent indiscriminate parking in the interest of road safety.

A new Housing Development at Tank Farm Road, Coed Darcy has planning approval conditions that require a traffic regulation order to be implemented on Tank Farm Road and surrounding streets in the interest of road safety. The traffic regulation orders will prevent indiscriminate parking within the development and are required as part of the Section 278 works1.

The alternative option would be not to provide junction protection which could then result in indiscriminate parking leading to road safety issues with visibility.

It was recommended that approval is granted to advertise the Traffic Regulation Orders and if no objections are received that the proposal is to be implemented on site as advertised.

Traffic Regulation Order at York Place, Cwrt Dyffryn and Talcennau Road, Port Talbot

Approval to advertise the 'Prohibition of Waiting, Loading and Unloading At Any Time' Traffic Regulation Order at York Place and Cwrt Dyffryn and Revocation of existing 'No Stopping Monday to Friday, 8am to 5pm on Entrance Markings at Talcennau Road to facilitate the new Housing Development at Devonshire Place, Port Talbot was scheduled to be discussed. The scheme is necessary to prevent indiscriminate parking in the interest of road safety.

A new Housing Development located at Devonshire Place, Port Talbot has planning approval conditions that require a traffic regulation order to be implemented at the Junction of York Place and Cwrt Dyffryn in order to prevent indiscriminate parking at the junction in the interest of road safety. There is also a requirement to revoke the existing Traffic regulation order located at Talcennau Road as the school is no longer present. The traffic regulation order will prevent indiscriminate parking around the access road in to and exiting the development and will also improve manoeuvrability issues for the refuse vehicles, deliveries and emergency response vehicles in the area.

It was recommended that approval is granted to advertise the Traffic Regulation Orders at York Place Cwrt Dyffryn and Revocation of existing 'No Stopping Monday to Friday, 8am to 5pm on Entrance Markings at Talcennau road to facilitate the new Housing Development at Devonshire place, Port-Talbot and if no objections are received that the proposal is to be implemented on site as advertised.

List of Approved Contractors

Approval to amend the List of Approved Contractors was scheduled to be discussed.

Management of the List of Approved Contractors ensures that approved companies continue to have an opportunity to provide goods and services to the council up to a value of £75,000 (inc. VAT) under 2025 CPR Rules.

The following companies have applied and have passed the required assessments:

  • South Wales Water Ltd (S0103) Categories - 71, 72, 76, 111
  • Cwm Agricultural Ltd (C082) Categories - 2, 72, 75, 78, 111

It was recommended that the List of Approved Contractors is amended to include the above companies.
