Here is a summary of the scheduled meeting of North East Derbyshire Council. The council is expected to discuss motions relating to Rosh Hashanah, local government reorganisation and fishing at Wingerworth Lido, as well as answering a question about the number of homes planned for the district. Also on the agenda is a report regarding the implementation of Simpler Recycling, and a report regarding the Derby and Derbyshire Strategic Leadership Board.
Simpler Recycling
The council is scheduled to discuss a report from Lee Hickin, Managing Director and Head of Paid Service, regarding the implementation of the Simpler Recycling scheme.
The report recommends that the council:
- Note the detail and background contained within the Cabinet paper at Appendix 1.
- Note the decisions made by Cabinet on 11th September 2025 relating to the above.
- Approve the recruitment and establishment of 19 FTE operatives for implementation of the food waste service operation.
The report notes that the Environment Act 2021 determines new waste collection methodology throughout the nation, and the timeframe for implementation. It says that the establishment changes needed for implementation are the responsibility of the council under the legislation.
The report also refers to a Cabinet report on Simpler Recycling from 11 September 2025, which notes the statutory changes to waste collection including Simpler Recycling, Extended Producer Responsibility (EPR) and Deposit Return Scheme (DRS).1
The Cabinet report also details the financial implications of delivering the requirements of Simpler Recycling:

The Cabinet report also notes that the Head of Paid Service is responsible for and has delegated authority to determine all staffing matters relating to structure including additions, reductions, post title changes and other changes to the establishment amongst other things.
Local Government Reorganisation
Councillor Ross Shipman, Leader of North East Derbyshire Independents Group, has submitted a motion noting a BBC report from August 2025, which revealed that the government has not undertaken any financial impact assessment of its proposals for local government reorganisation2.
The motion resolves to:
- Oppose the Government's current proposals for reorganisation until a full, independent financial impact assessment has been commissioned and published.
- Call on the Secretary of State to delay any further decisions or implementation until such an assessment is completed and subject to proper public and parliamentary scrutiny.
- Affirm this Council's willingness to work constructively with partners on any evidence-based reforms which genuinely improve efficiency and protect local democracy.
- Write to the Secretary of State for Housing, Communities and Local Government, and to copy local MPs, the County Councils Network and the District Councils Network, to convey this Council's position.
Rosh Hashanah
Councillor Stuart Fawcett has submitted a motion noting that Rosh Hashanah3 begins at sundown on the day of the meeting.
The motion notes that although only around 100 residents in North East Derbyshire identify as Jewish, they are a valued part of the community, and that antisemitism is rising sharply. It refers to the Community Security Trust (CST), which recorded 4,103 antisemitic incidents in 2023, the highest annual total on record. The motion also refers to the International Holocaust Remembrance Alliance (IHRA) working definition of antisemitism, adopted by this council, which states that antisemitism can include anti-Zionist rhetoric that denies Jewish people the right to self-determination.
The motion resolves to:
- Publicly reaffirm, through this motion, warm wishes for a sweet New Year to Jewish residents and communities in Derbyshire.
- Reaffirm adoption of the IHRA definition of antisemitism and endorse its use as a framework for recognising and addressing prejudice.
- Request the Community Safety Partnership (CSP) to embed antisemitism awareness in policing and safety strategies, with regular monitoring and review by the Communities Scrutiny Committee.
- Reject antisemitism in all its forms and work with the Jewish community and CST to prevent and respond to incidents.
Wingerworth Lido
Councillor David Hancock has submitted a motion regarding the recent decision to prohibit fishing at Wingerworth Lido.
The motion notes that the Lido is a long-standing community asset, valued for recreation, wellbeing and heritage, and that for generations, fishing has been an important activity enjoyed by residents of all ages. It says that many residents feel that the reasoning behind the decision to stop fishing has not been adequately explained or tested in public.
The motion resolves to:
- Review the decision to prohibit fishing at Wingerworth Lido, ensuring that the process is transparent, evidence-based, and includes consideration of environmental, maintenance and safety concerns.
- Undertake a public consultation with residents and local stakeholders on the future use and management of the Lido, including the question of fishing, so that community voices are central to shaping its future.
- Report back to Council with recommendations that balance environmental stewardship, community wellbeing, and the wishes of residents, ensuring that the outcome is transparent and clearly communicated.
Local Plan
Councillor Alex Dale, Leader of the Conservative Group, has proposed a question to Councillor Stephen Pickering, Portfolio Holder for Environment and Place, regarding the Local Plan.
Councillor Alex Dale asks whether Councillor Stephen Pickering will give serious consideration to the 'Option 2' approach set out in the Local Plan Issues and Options consultation, which would plan for fewer homes (330dpa) than the Government's standard method requires. He cites significant concern expressed by residents that building nearly 600 homes per year is totally unsustainable for a largely rural district such as theirs and that a lower figure, more closely aligned with local needs and infrastructure capacity, should instead be pursued.
Derby and Derbyshire Strategic Leadership Board
The council is scheduled to discuss a report of the Managing Director and Head of Paid Service regarding the Derby and Derbyshire Strategic Leadership Board. This item is scheduled to be discussed after the exclusion of the public, according to Paragraph 3, Part 1 of Schedule 12A to the Local Government Act 1972.
