Licensing Sub Committee C met to discuss licensing applications for The Macbeth and Bread and Butter. The committee approved the application for a premises licence for The Macbeth with added conditions, but refused the application for a variation of the premises licence for Bread and Butter.
Application for a Variation - Bread and Butter, 72 Rivington Street, London, EC2A 3AY
The Licensing Sub-Committee refused the application to vary a premises licence for Bread and Butter, located at 72 Rivington Street, in accordance with Licensing Policies LP1, LP2, LP3, and LP10 within the Council’s Statement of Licensing Policy1. The committee made the decision because they believed that granting the application would undermine the licensing objectives2 and negatively impact the Shoreditch Special Policy Area (SPA). The committee heard from local residents who objected to the application due to the potential impact on the area late at night. They also heard from the Police and the Licensing Authority, who raised concerns about the premises' operation and the Premises Licence Holder's failure to comply with existing licence conditions.
According to the decision document, on 24 August 2025, the police witnessed noise and a greater number of people outside the premises than permitted by the licence, as well as unpermitted off-sales after 3am. The premises were allegedly in breach of conditions 20 and 21 regarding noise levels. The police stated that they had been advising the Premises Licence Holder for the past year about the requirements they needed to meet, but the Premises Licence Holder was still failing to comply with the conditions on the premises licence.

The Sub-Committee felt that although the Premises Licence Holder tried to offer concessions in the application, the Sub-Committee was not confident that this would prevent the licensing objectives from being undermined. In addition there were concerns that the Premises Licence Holder failed to comply with the conditions on their existing licence despite the Police warnings.
The Sub-Committee noted that the premises are situated in the Shoreditch triangle within the Shoreditch Special Policy Area. They felt that the Premises Licence Holder had failed to demonstrate that they would not add to the cumulative impact3, and that there were no mitigating factors presented in the application. The Premises Licence Holder acknowledged that they had made mistakes and were trying to resolve them with the Police, such as the noise issues. They also stated that there was no evidence of crime or disorder at the premises.
The Sub-Committee reminded the Premises Licence Holder to comply with the conditions on the premises licence, resolve the noise issues, arrange for the works to be approved, and obtain a new noise assessment report if required.
Application for a Premises Licence: The Macbeth, 70 Hoxton Street, London, N1 6LP
The Licensing Sub-Committee approved the application for a premises licence for The Macbeth, located at 70 Hoxton Street, with the conditions set out in paragraph 8.1 of the report.

The following conditions were added to the premises licence:
- The outside space shall close at 23:00 hours.
- There shall be no more than 10 smokers outside after 23:00.
The Sub-Committee stated that they were satisfied that the licensing objectives would not be undermined. They took into consideration that there were two objections from local residents, and that the other Responsible Authorities made no representations.
The Licensing Authority had agreed with the Applicant to reduce the winding down period by 30 minutes in advance of the hearing and withdrew their objection.
The Sub-Committee considered the objections from residents, but decided that the application would not undermine the licensing objectives. They took into account that there was a significant reduction of the capacity from 300 to 100. They also took into consideration that there were no other objections from the other Responsible Authorities and that the outside area would not be used until a tables and chairs licence is obtained. The Sub-Committee was satisfied that the Applicant demonstrated that the premise would be run responsibly.
The applicant was advised to obtain a tables and chairs licence before using the outside area and to surrender the existing licence.
