Summary

The Executive of Isle of Anglesey Council met on Tuesday 23 September 2025, and approved a number of financial monitoring reports, including the Medium Term Financial Plan 2026/27 – 2028/29, and agreed to conduct a Community Review of Pentraeth Community Council. They also agreed to exclude the press and public from a discussion regarding the purchase of the former Peboc site in Llangefni.

Medium Term Financial Plan

The Executive approved the Medium Term Financial Plan 2026/27 – 2028/29 and the assumptions within it. The Medium Term Financial Plan (MTFP) is a document that sets out the council's financial strategy for the next three years. It includes forecasts of income and expenditure, and identifies potential savings and investment opportunities. MTFPs are designed to ensure that the council's resources are used effectively and efficiently to deliver its priorities1.

Budget Monitoring

The Executive reviewed and approved several budget monitoring reports for Quarter 1 of 2025/26:

  • Revenue Budget Monitoring: The report on Revenue Budget Monitoring noted the council's financial performance to date and expected outturn for 2025/26, as well as the summary of contingency budgets and the monitoring of agency and consultancy costs.
  • Capital Budget Monitoring: The Capital Budget Monitoring report noted the progress of expenditure and receipts against the capital budget2 for 2025/26. The Executive also approved additional schemes amounting to £9.363m to the capital programme, and amendments to funding, resulting in a revised capital budget of £56.186m for 2025/26.
  • Housing Revenue Account Budget Monitoring: The Housing Revenue Account (HRA) Budget Monitoring report noted the financial performance of the HRA for Quarter 1 2025/26, and the forecast outturn for 2025/26. The HRA is a separate account that local authorities use to manage the income and expenditure relating to their social housing stock3.

Self-Assessment and Performance Reporting

The Executive approved recommendations to Full Council regarding self-assessment and performance reporting. The recommendations include:

  • Merging the Annual Self-Assessment Report and the Annual Performance (Wellbeing) Report into a single integrated document called the Annual Self-Assessment and Performance (Wellbeing) Report.
  • Amending the Constitution to reflect that the merged report will be a function of the Executive.
  • Authorising the Monitoring Officer to make the constitutional changes required.

The Executive also adopted the Draft Self-Assessment 2024/25 as a working draft and invited further consideration of its content by the Governance and Audit Committee.

Scorecard Monitoring

The Executive noted the areas which the Leadership Team and relevant service are exploring and investigating to manage and secure improvements into the future, as detailed in the Scorecard Monitoring - Quarter 1, 2025/26 report. These areas relate to:

  • Housing (re-letting of void properties and delivery of Disabled Facilities Grants)
  • Climate Change (domestic waste recycling)
  • Whole Council Health (Freedom of Information (FOI) responses within timescale)

Community Review of Pentraeth Community Council

Following a petition request by members of the electorate, the Executive agreed to conduct a Section 31 Community Review of Pentraeth Community Council. The review will be conducted as part of an Island-wide Section 31 community review. Section 31 of the Local Government Act 2000 allows a principal council (in this case, Isle of Anglesey County Council) to conduct a review of a community council (such as Pentraeth Community Council) if it receives a valid petition from local electors4.

Purchase of Former Peboc Site, Llangefni

The Executive agreed to exclude the press and public from the meeting during the discussion on the purchase of the former Peboc site in Llangefni, citing Section 100 (A) (4) of the Local Government Act 1972, which allows for the exclusion of the press and public when the discussion involves the disclosure of exempt information.

  1. Isle of Anglesey County Council is required to produce a balanced budget each year, meaning that its planned spending must be equal to or less than its expected income. The MTFP is a key tool in helping the council to achieve this.

  2. A capital budget is used to fund long-term assets such as buildings, infrastructure, and equipment.

  3. Rental income from council tenants is paid into the HRA, and this income is then used to fund the management, maintenance and improvement of council housing.

  4. The purpose of a community review is to assess the effectiveness of the community council and to make recommendations for improvement.
