The Appointments Sub-Committee of Lambeth Council met on 18 September 2025 to discuss the process for recruiting to the posts of Corporate Director of Growth & Environment, Corporate Director of Housing, Corporate Director Integrated Care Board & Adults and Corporate Director of Resources. The committee was also scheduled to consider excluding the press and public from the meeting.
Corporate Director Appointments
The committee was scheduled to discuss the recruitment process for four Corporate Director posts. According to the Public Reports Pack, the council had recently completed a top-tier senior management restructure, which changed the name of Strategic Directors to Corporate Directors. The restructure also aimed to cut the number of senior management posts by 20%, reducing the number of directorates from seven to five, resulting in an expected saving of around £1 million.
The report pack stated that the council would recruit to the four posts through a ringfenced recruitment process, open only to current Corporate Directors. It also stated that the job descriptions and person specifications for all four roles were drawn up and evaluated as part of the Senior Management Restructure.
The Public Reports Pack included the following information:
- Expressions of interest had been received from four existing Corporate Directors.
- Two applications were received for the Corporate Director Integrated Care Board & Adults.
- One application was received for the Corporate Director of Housing.
- Two applications were received for the Corporate Director of Growth & Environment.
- One application was received for the Corporate Director of Resources.
- Technical assessments were scheduled to be held the week commencing 9 September 2025.
- The Appointments Sub Committee would interview the candidates for the roles on 15, 18, 19 and 25 September 2025.
The Public Reports Pack stated that offers of employment would be made where there was no well-founded objection from any member of the Cabinet. Councillor Claire Holland, Leader of the Council, in consultation with the Director of Human Resources and Organisational Development, would determine the final contractual arrangements.
The Public Reports Pack also included a job description and person specification for the Corporate Director of Housing role. The job purpose was described as:
Develop and deliver the long-term vision for Housing in Lambeth, delivering high quality, affordable housing to the residents of Lambeth.
Ensure the development and delivery of the Council's Housing strategy maximizing the contribution of all stakeholders to its delivery to improve housing outcomes for all residents across the Borough.
Provide strategic oversight to drive improvements within the council's landlord functions, ensuring robust compliance and building safety measures are in place, delivering major capital works to estates, and improving tenancy services to council tenants. This also includes overseeing housing allocations and improving temporary accommodation.
Lead the Council's drive to improve the quality of homes and customer experience and satisfaction for all tenants, leaseholders and service users as well as vulnerable households in the private rented sector. Ensure tenants and leaseholders feel engaged and involved in decisions affecting their homes and services.
Drive forward the council's agenda to reduce homelessness supporting an inclusive approach to need.
Ensures the council complies with all its statutory housing duties including ensuring a professional workforce, private sector housing, housing adaptations and meets the challenge of net zero, and delivers the statutory requirements in relation to the delivery of landlord services to council homes.
The Public Reports Pack recommended that the press and public be excluded from the remainder of the meeting because the candidate reports contained information relating to particular employees or applicants, which is exempt from disclosure under Schedule 12A to the Local Government Act 19721.
