The Lambeth Council Appointments Sub-Committee met on 19 September 2025 to discuss the appointment of four Corporate Directors. The meeting was also scheduled to discuss the process for excluding the press and public from the meeting.

Corporate Director Appointments

The committee was scheduled to discuss the process for recruiting to the posts of Corporate Director of Growth & Environment, Corporate Director of Housing, Corporate Director Integrated Care Board & Adults and Corporate Director of Resources.

The report pack noted that the council had recently completed a top-tier senior management restructure, which changed the name of Strategic Directors to Corporate Directors with effect from 20 March 2023. The restructure also aimed to cut the number of senior management posts by 20%, reducing the number of directorates from 7 to 5, which was expected to result in savings of around £1 million.

The report pack stated that the council would recruit to the four posts through a ringfenced recruitment process for current Corporate Directors only. It also stated that the appointments are the responsibility of the Appointments Sub-Committee.

The job descriptions and person specifications for all four roles were drawn up and evaluated as part of the Senior Management Restructure. The roles were not advertised internally as this was a ringfenced process.

The report pack noted that the council had received expressions of interest from four of the existing Corporate Directors. Two applications were received for the Corporate Director Integrated Care Board & Adults, one for the Corporate Director of Housing, two for the Corporate Director of Growth & Environment, and one for the Corporate Director of Resources.

The Appointments Sub Committee was scheduled to interview the candidates for the roles on 15, 18, 19 and 25 September 2025.

The report pack stated that offers of employment would be made where there was no well-founded objection from any member of the Cabinet. The Leader of the Council, Councillor Claire Holland, in consultation with the Director of Human Resources and Organisational Development, would determine the final contractual arrangements.

The report pack also included a job description and person specification for the Corporate Director Health and Adults Social Care role. The job purpose was described as combining the duties of the Director of Adult Social Care with the strategic responsibilities of the NHS ICB¹ Executive Place Director for Lambeth.

The Corporate Director Health and Adults Social Care would be responsible for:

• Leading and managing services relating to adults and health across the Borough.
• Ensuring the effective planning and delivery of place-based services to meet the needs of Lambeth residents, with a specific focus on community-based care and integration across primary care, community services and social care.
• Contributing to the wider objectives and work of the ICS² as part of the overall system leadership community.
• Leading and convening the Lambeth LCP³, Lambeth Together, to secure the delivery the ICS's strategic and operational plan as it pertains to place and the core objectives established by the LCP for their population and delegated responsibilities.
• Ensuring the Council discharges its legal responsibilities under The Care Act (2014)⁴, The Mental Capacity Act (2005)⁵ and the Deprivation of Liberty Safeguards and the Mental Health Act (2007)⁶.

Exclusion of the Press and Public

The committee was scheduled to consider passing a resolution under Section 100A-H of the Local Government Act 1972 to exclude the press and public from the remainder of the meeting. This was on the grounds that exempt information, as defined by Section 100I and Schedule 12A of the Act, would likely be disclosed. The specific exemption cited was paragraph 1, relating to information about individuals, specifically employees, former employees, or applicants to become employees or office-holders.
