Derbyshire County Council Highways had no objection, subject to conditions and financial obligations.

NEDDC Housing noted that the 2024 Housing needs assessment identifies an annual provision of 290 affordable rent units and 66 affordable home ownership units to satisfy demand in North East Derbyshire, and that the proposal for 40% of the units on this site to be for affordable housing would help to address the affordable housing need in the District.

Derbyshire Wildlife Trust noted that the application was originally submitted prior to mandatory 10% net gain and therefore a 10% net gain is not required for habitats, hedgerows and watercourses.

Unit 5, Ankerbold Road, Old Tupton, Chesterfield

The committee was scheduled to discuss a retrospective application for siting an InPost Parcel Locker at Unit 5, Ankerbold Road, Old Tupton.

Councillor David Hancock had requested that the application be considered at Planning Committee on the basis of highway safety concerns.

The application site comprises land forming part of the frontage of Unit 5 Ankerbold Road, which is a commercial unit with a current use as garden supplies sales yard and office. The site is situated within the defined Settlement Development Limits for Tupton.

The parcel locker measures 0.9m x 2.5m, with a further overhanging canopy extending approximately 0.75m beyond the front elevation, and has an overall height of approximately 2.4m. The locker's front elevation comprises a control screen and lockers for extra small, small, medium and large boxes. The lockers operate on a self-service basis and can be accessed 24 hours a day, seven days a week.

The committee had previously considered this application at the meeting on 29 July 2025, and deferred the application to allow for further assessment of the highway safety impacts arising as a consequence of the parcel locker, specifically requesting that Officers request a Traffic Impact Assessment from the applicant.

In response to this request, the applicant submitted a document titled Transport & Deliveries Statement, which established the average collections/ drop offs occurring within a 14-day period. The data provided sets out that there had been an average of 22 customer parcel collections/ drop offs per day over the 14 day period, and a single daily collection/drop off has been undertaken by a courier van.

The report pack stated that the main recommendation was to grant permission, subject to conditions.

62 Hilltop Road, Dronfield

The committee was scheduled to discuss a part retrospective application for single storey rear extensions, a two storey side extension and alterations to existing openings at 62 Hilltop Road, Dronfield. This was a resubmission of previously approved application 24/00766/FLH.

Councillor William Jones requested that the application be considered by members of planning committee, citing significant loss of privacy and amenity of neighbouring properties, failure to meet the good design requirements of Policy SDC12, and failure to comply with para's 3.11,12,13 & 14 of the Successful Places Interim Planning Guidance.

The application site is a detached bungalow located on the southwestern side of Hilltop Road, within the settlement development limits for Dronfield. Residential properties adjoin the site to the east and west. To the rear, beyond the residential garden, is a paddock area which is subject to a current application for three detached bungalows (25/00337/FL).

The plans had been amended throughout the application to accurately reflect the development that has been constructed on site.

Dronfield Town Council objected to the application, stating that the retrospective planning application significantly deviates from the previously approved plans under application 24/00766/FLH, and that the original approval was granted on the basis of a revised dormer design, which reduced its scale to approximately two-thirds of the roof width, set back from the rear wall and aligned with the ridge line, and that construction undertaken does not reflect the approved design.

DCC Highways had no objection.
