The Babergh Licensing Sub-Committee is scheduled to meet on Friday, 3 October 2025, to consider an application for a new personal licence. The meeting will be held in two parts, with the second part potentially being held without press or public access.
Application for a New Personal Licence
The sub-committee is scheduled to consider an application by Dwain Derek Reader for the grant of a new personal licence, under Section 117 of the Licensing Act 20031. The agenda for the meeting indicates that the Licensing Team has prepared a report on this application, which is included in the Public Reports Pack.
The agenda states that the applicant, responsible authorities, and interested parties should complete and return the 'Attendance at Hearing Notice' no later than five working days before the hearing. It also notes that any party wishing to withdraw their representations should do so as soon as possible, and that the Licensing Authority may dispense with a hearing if all parties agree it is not necessary.
Exclusion of the Public
The sub-committee is scheduled to consider whether to exclude the public (including the press) from the meeting during the discussion of the application for a new personal licence.
The Agenda Frontsheet states that this will be considered in accordance with Section 100A(4) of the Local Government Act 1972, which allows the exclusion of the public if their presence would likely result in the disclosure of exempt information. The agenda notes that:
The author of the report proposed to be considered in Part 2 of the Agenda is satisfied that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
The Public Reports Pack indicates that the report relating to the application for the grant of a personal licence contains information that is exempt under paragraphs 1, 2, and 7 of Part 1 of Schedule 12A of the Local Government Act 1972.
