Summary
Neath Port Talbot Council's Cabinet met on Wednesday 1 October 2025, and approved the Capital Programme outturn position for 2024/25, and an action plan to support the delivery and development of play in Neath Port Talbot, as well as noting reports on treasury management, revenue, and a feasibility study for Pontardawe Swimming Pool. The Cabinet also agreed to remodel overnight short break services for children with disabilities, continue the development of the Local Food Partnership, and implement a playground improvement programme.
Capital Budget Monitoring Report 2025/26
The Cabinet approved the Capital Programme outturn position for 2024/25 and commended it to the Council. The decision was made to comply with the council's constitution regarding budget virements1 and re-profiling between financial years, and to approve the council's 2024/25 outturn.
Play Sufficiency Assessment 2025-2028
The Cabinet approved the Play Sufficiency Assessment action plan to outline priorities for the delivery and development of play in Neath Port Talbot. The council has a statutory duty to undertake a Play Sufficiency Assessment and develop an accompanying action plan. The action plan is designed to help ensure that the council maximises available resources for play to improve the quality of provision offered across the county.
Playground Improvement Programme
The Cabinet discussed the Playground Improvement Programme, which will see investment in play areas across the county borough.
Neurodivergence Strategy
The Cabinet considered the Neurodivergence Strategy.
Permission to Remodel Overnight Short Break Services for Children with Disabilities
The Cabinet granted permission to remodel overnight short break services for children with disabilities.
Direct Award to Continue the Development of the Local Food Partnership
The Cabinet agreed to a direct award to continue the development of the Local Food Partnership.

Removal of LA Governor Representative
The Cabinet agreed to remove a councillor as a Local Authority Governor. The decision was made to enable the Authority to contribute to effective school governance through representation on school governing bodies and consider the safeguarding arrangements.
