The Richmond (Yorks) Area Planning Committee is scheduled to meet on 9 October 2025 to discuss planning applications related to a care home, a self-build residential development, and a community building. The most significant item appears to be the discussion of a care home at Morris Grange Nursing Home, which has been brought back to the committee for a new resolution. Councillors will also consider an outline planning application for 25 self and custom-build residential plots off James Lane, and a variation of a condition relating to a community building on Richmond Road.
Care Home at Morris Grange Nursing Home
The committee is scheduled to discuss a full planning permission application for the proposed demolition, extension, and refurbishment of the existing Morris Grange Nursing Home to create a 36-bed care home. The plans also include the erection of a two-storey care home with associated access and car parking.
This application was previously considered by the planning committee on 10 October 2024, where it was resolved to grant planning permission subject to certain conditions, including the Local Lead Flood Authority (LLFA) having no objection, and the prior completion of a Section 106 agreement1.
However, the applicant subsequently submitted a revised site plan and stated they were unable to facilitate free access via Scurrah House Lane in perpetuity. As a result, the application is being brought back to the planning committee for a new resolution.
The report pack notes that the applicant intends to limit the use of the north/south road to activities directly connected to the care facility, reserving access to the proposed care apartments only. To clarify access arrangements, the applicant is proposing a signage strategy to direct traffic appropriately. The applicant has confirmed the inclusion of two passing places along the east-west access.
The report pack states that the proposed development includes a new two-story building consisting of 13 apartments designed for individuals in need of care. The C2 care use2 would need to be secured by condition, and for the new build block by a Section 106 agreement.
The report pack notes that there is a live application, reference ZD24/00489/FULL, for 4 x 3 bedroom care homes to the south of the existing building.
Land off James Lane, Tunstall
The committee is scheduled to discuss an outline planning application for 25 plots for self and custom-build residential development and associated works at land off James Lane, Tunstall.
The application site is located in the countryside outside and away from the development limits and built up extent of Catterick Garrison. The application relates to a rectangular parcel of land measuring approximately 2ha which currently comprises improved grassland. The site is bounded to the east by James Lane, to the south and west by open countryside, and to the north by Somme Barracks which forms part of the Ministry of Defence complex.
The report pack states that the Highway Authority has objected to the proposals as insufficient information has been provided to demonstrate that the minimum footway width could be achieved which would link the site to the existing footpath network, and that it would not impact upon highway or public safety in the area.
There is also an objection in place from the LLFA as insufficient information has been submitted in respect of drainage.
The report pack notes that no proposals have been put forward by the applicant in respect of affordable housing provision, and there is no mechanism in place to secure affordable housing as required by Local Plan Policy CP6 and the National Planning Policy Framework.
Land to the East of 42-44, Richmond Road, Catterick Garrison
The committee is scheduled to discuss a variation of condition 2 attached to planning reference ZD24/00303/VAR to relocate the building and minor elevational and specification changes affecting external appearance and hard and soft landscaping areas and removal of condition 22 parts B and D only at land to the east of 42-44, Richmond Road, Catterick Garrison.
The report pack states that following the submission of a successful funding bid to HM Government for Levelling Up Funding (LUF) and the submission of application ref. ZD23/00564/FULL, Full Planning Permission was granted in March 2024 for the erection of a new community building, multiuse space, covered external canopy and creation of public square and mini-plaza, off Shute Road, Catterick Garrison.
This application seeks a variation of Condition 2 attached to planning permission ZD24/00303/VAR (a subsequent amendment to the original scheme) to relocate the approved community building approximately 1.8 m to the East. The application proposes minor elevational and specification changes—including replacement of zinc cladding with anthracite-grey powder-coated steel, simplification of fenestration, omission of rooflights/vents and alterations to hard and soft landscaping. Two smaller play areas (Hedgehog
and Squirrel
) are to be omitted and the Active Play
area reduced in size. The proposal also includes removal of Parts B and D of Condition 22 (signalised junction improvements and redundant crossover removal).
The report pack notes that the site lies within Catterick Garrison town centre, immediately east of 42–44 Richmond Road and north of the former Richmond Road parade. It covers approximately 7.2 ha of mixed urban land, including newly cleared western plots and Coronation Park woodland to the east. Vehicular and pedestrian access is via Shute Road and Richmond Road, and the Princes Gate Shopping Centre, Tesco, Aldi and the Leisure Centre are all within easy walking distance.
