Summary
The Licensing Committee agreed to launch a six-week consultation on the proposed revisions to the council's Statement of Licensing Policy under the Licensing Act 20031. The consultation will seek feedback from stakeholders and the public on the updated policy document. A further report will be presented to the committee outlining proposed amendments to the draft policy based on the consultation feedback.
Statement of Licensing Policy Consultation
The committee agreed to a six-week consultation exercise, running from 6 October to 16 November 2025, to gather feedback from stakeholders and the wider public on the proposed reviewed Statement of Licensing Policy document.
The Council's Licensing Officer reminded the committee that, under the Licensing Act 2003, the Licensing Authority must determine its policy regarding its licensing functions and publish a statement of that policy every five years. The last revision was published in January 2021, and the new policy needs to reflect several legislative changes, updates to Statutory Guidance issued by the Secretary of State under Section 182 of the act, national and local initiatives around licensable activities, the evening and night-time economy, and known and emerging local trends.
The consultation will be advertised on the council website, via social media channels and at the licensing reception area. It will also be emailed to consultee groups.
