The West Lindsey District Council Licensing Sub-Committee is scheduled to convene on Friday, 10 October 2025, to elect a chair and then to consider a review of a premises licence. The review was requested by Lincolnshire Police for Today's Extra, Caistor. The report pack includes the agenda and associated papers for the meeting.
Review of Today's Extra Premises Licence
The sub-committee is scheduled to determine the outcome of a review of the premises licence for Today's Extra at 2 Horsemarket, Caistor. The applicant for the review is Lincolnshire Police, and the premises licence holder is Grantham Curry Pot Ltd.
Grounds for Review
Lincolnshire Police requested the review, asserting that the premises is undermining the licensing objective of the prevention of crime and disorder. Their application cites several incidents and pieces of legislation to support this claim, including:
- The Licensing Act 2003
- Revised Guidance issued under Section 182 of the Licensing Act 2003
- West Lindsey District Council's statement of Licensing policy (December 2020)
- Crime and Disorder Act 1998 Section 17
- Immigration, Asylum and Nationality Act 2006
- Fraud Act 2006
The police application states that there is evidence of criminal activity and non-compliance with the conditions of the premises licence. The police state that they have two main concerns with the premises, the first being illegal working, and the second the consistent non-compliance.
Illegal Working
The police report states that officers visited the premises on 27 September 2024 and found a staff member who had no right to work in the UK. The police revisited the premises on 17 June 2025 and encountered the same male, who admitted to working there despite still having no right to work in the UK. The police report quotes Section 11.27 of the Revised Guidance issued under Section 182 of the Licensing Act 2003, which states that the use of licensed premises for employing someone who is disqualified from that work by reason of their immigration status in the UK should be treated particularly seriously.
Non-Compliance
The police report details several instances of non-compliance with the premises licence conditions, including:
- CCTV not retaining footage for the required 28 days.
- Staff training manuals unsigned.
- The designated premises supervisor (DPS) not being able to operate the CCTV.
- A lack of cameras covering the rear section of the shop.
The police report notes that Arumugam Kalamohan, the sole director of Grantham Curry Pot Ltd, suggested the conditions that he is now allegedly breaching.
Mr Kalamohan's History
The police report details Mr Kalamohan's history with licensed premises in Lincolnshire. In 2018, Lincolnshire Police requested a review of the premises licence at Today's Express, Grantham, after the discovery of an illegal worker and non-compliance with the conditions on the premises licence. South Kesteven District Council's licensing committee revoked this licence. In 2020, Lincolnshire Police submitted a review in relation to Today's Extra, Stamford, again due to the discovery of an illegal worker and s.136 Licensing Act 2003 offences1. The licensing committee opted to implement additional conditions on the premises licence. The police report states that since these reviews, there have also been concerns about illegal working and non-compliance at Today's Red Lion Square, Stamford and Today's Kesteven Road, Stamford.
Police Request
The Lincolnshire Police have requested that the licensing sub-committee consider revocation of the premises licence.

Options Available to the Sub-Committee
The Licensing Sub-Committee can take the following steps, if any, it considers appropriate and proportionate for the promotion of the licensing objectives:
- Modify the conditions of the licence
- Exclude a licensable activity from the scope of the licence
- Remove the designated premises supervisor from the licence
- Suspend the licence for a period not exceeding 3 months
- Revoke the licence
The sub-committee may also consider that no action is required, or that a warning should be issued and/or recommend improvement within a particular period of time.
Procedure for Hearings
The sub-committee will follow a set procedure for the hearing, including:
- Election of a chair for the meeting.
- Introductions of all parties.
- Presentation of the application by the Senior Licensing Officer, Kimble Enderby.
- Presentation of their case by the applicant (Lincolnshire Police).
- Opportunity for objectors to present their case and be questioned.
- Opportunity for the applicant to summarise their case.
- A closing statement or summary from all parties.
- Deliberation by the sub-committee in private, with legal advice from the Legal Advisor.
- Announcement of the decision, with reasons, by the chair.
