Summary
The Mid Devon District Council Planning Committee is scheduled to meet on Wednesday 8 October 2025. The agenda includes discussion of a planning application for two dwellings in Bampton, and a report regarding the discharge of a condition relating to the Cullompton Town Centre Relief Road. The committee will also receive updates on major applications, appeal decisions, and planning performance.
Cullompton Town Centre Relief Road
The committee will discuss an application to discharge condition 22 of planning permission 20/00876/MFUL, which relates to the Cullompton Town Centre Relief Road. Condition 22 states:
Prior to the commencement of the development, a scheme for
a) The configuration, prioritisation, signing and marking of the junction between Meadow Lane and Exeter Road b) Pedestrian crossing arrangements on Meadow Lane shall be submitted to and approved in writing by the Local Planning Authority.
Thereafter the scheme shall be implemented and maintained.
The original planning application, 20/00876/MFUL, was approved on 21 January 2021, for the construction of a 1350-metre road connecting Station Road to Duke Street. The Agenda Item 20.00876.MFUL CTCRR Discharge of Condition 22 Committee Report notes that the application was made to address traffic and transport problems in Cullompton town centre, and the associated impacts on air quality, environment and amenity.
The proposed details include additional widening of the access to incorporate an improved pedestrian crossing place with a central refuge, and a redesigned pedestrian crossing point on Exeter Road to include a pedestrian refuge. The report notes that changes to the priority have been considered, but it is proposed to retain the original priority. Other layout options, including a mini roundabout and a signalised junction, have also been considered. The report states that a priority junction is considered to be the most appropriate type of junction, following modelling of projected traffic flows.
Regarding the pedestrian crossing on Meadow Lane, the report notes that Cullompton Town Council and one of the ward members previously raised concerns about the use of a zebra crossing at this point, with concerns about the safety of users, especially children. The report states that a zebra crossing is still considered to be the best option as it would suit the semi-urban environment visually and reduce pedestrian delay. The submitted details include the provision of at least 50 metres of high friction surfacing on the road where vehicles will approach the crossing points.
The Devon County Council Highway Authority has raised no objections to the proposed details to discharge all elements of condition 22. The Highway Officer has highlighted that these works all fall within highway land, where permitted development rights exist under Part 9 Class A of the Town and Country (General Permitted Development) (England) Order 20151, in which case the highway improvements could be carried out without planning permission.
Land and Buildings at Frog Street Bampton
The committee will also discuss planning application 23/00209/FULL for the erection of two dwellings and associated works at Land and Buildings at Frog Street, Bampton. The application is required to be considered by the Planning Committee as it was called in by the previous ward member, Rachel Gilmour, to consider the potential impact of the proposed development on the living conditions of neighbouring residents, highway safety, flood risk, local ecology and visual impact.
The proposed development involves the erection of two detached dwellings following the demolition of existing buildings on the site. One dwelling is proposed to be a two-storey, four-bedroom property, and the other a single-storey, three-bedroom property. The dwellings are proposed to be constructed with a mix of locally sourced natural stone and render, with natural slate roofs. Foul drainage is proposed to be disposed of via the existing mains sewer, with surface water to be stored on site in underground attenuation tanks for controlled release to the nearby Shuttern Brook.
Bampton Town Council has objected to the application, raising concerns about flooding, access, traffic levels, overlooking, loss of privacy, loss of light, overshadowing, and the impact on bats. Devon County Council Ecology has raised no objections, subject to conditions to secure recommendations for preventative measures and ecological enhancements on site. South West Water has stated that the proposed surface water drainage method meets the run-off destination hierarchy and that connection is possible to the mains sewer. The Devon County Historic Environment Team has recommended conditions to ensure that a programme of archaeological work is undertaken.
Other Matters
The committee will also receive the Appeals Report, which lists appeal decisions from 7 August 2025 to 23 September 2025, and the Majors List, which lists major applications with no decision. The Planning Dashboard 202526Q1 will also be presented, providing an overview of planning performance for the first quarter of 2025/26.
