Here is a summary of the scheduled discussions for the Hackney Carriage/Private Hire Vehicle Sub Committee (Licensing Sub Committee) meeting of Cambridge City Council on 6 October 2025. The meeting was scheduled to discuss a driver's standing as a licensed driver with Cambridge City Council. It was also scheduled to discuss excluding the press and public from the meeting.
Driver Licensing
The sub-committee was scheduled to consider the standing of Driver A as a licensed driver with Cambridge City Council. The report pack included sections of the Local Government (Miscellaneous Provisions) Act 1976, which grants the council the power to suspend, revoke, or refuse to renew a vehicle or driver's licence under certain conditions.
For vehicle licences, these conditions include:
- The vehicle being unfit for use as a hackney carriage1 or private hire vehicle2.
- Offences or non-compliance with the Town Police Clauses Act 18473 or Part II of the Local Government (Miscellaneous Provisions) Act 1976 by the operator or driver.
- Any other reasonable cause.
For driver licences, these include:
- Conviction of an offence involving dishonesty, indecency, or violence since the grant of the licence.
- Conviction of an offence under, or failure to comply with, the provisions of the Town Police Clauses Act 1847 or Part II of the Local Government (Miscellaneous Provisions) Act 1976.
- Conviction of an immigration offence or requirement to pay an immigration penalty since the grant of the licence.
- Any other reasonable cause.
The report pack also included details of 'Level 3 Enforcement' of the 'Hackney Carriage and Private Hire Enforcement System', which the Environmental Health Manager may use to decide whether to grant, renew, suspend or revoke a licence. These include instances where:
- The licence holder has committed an action covered in Levels 1 and 2 where they have been interviewed by an officer of the Commercial & Licensing Team in the previous 12 month period and a final written warning has been given.
- The licence holder or licence applicant has been convicted of any offence of a sexual nature which is not spent under the Rehabilitation of Offenders Act 1974.
Exclusion of Press and Public
The committee was scheduled to consider a recommendation to exclude the press and public from the meeting, citing paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 as the basis for this exclusion.
