The Development Control B Committee are scheduled to meet to discuss planning and development matters in Bristol. The committee will be considering a planning application for land at Home Gardens on Redland Hill, and will also note enforcement notices and appeals. Time will be allocated for members of the public to speak.
Planning Application: Land at Home Gardens, Redland Hill
The committee will be considering planning application 24/02736/P for land at Home Gardens on Redland Hill, Bristol. The application seeks outline planning permission for the redevelopment of the site, including the demolition of existing buildings, and the erection of two new buildings. The proposed development includes up to 60 residential units (Use Class C3) and up to 209 sq m of flexible office space (Use Class E) to Whiteladies Road ground floor frontage, and associated works. The report pack notes that the application seeks permission for access, scale and layout, with appearance and landscaping reserved for future consideration. The application is a revised proposal following a previously refused planning application (reference 20/00542/P), which was refused by the Inspectorate on the grounds of residential amenity impacts. According to the report pack, Councillor Serena Ralston and Councillor George Calascione requested that the application be decided by the committee, raising concerns about:
- The planning history of the site
- The effect on listed buildings and the conservation area
- The impact on the amenity of 7 and 9 St Vincent's Hill
- The design, massing and height of the development
- The impact on residents of The Vincent and Harper House
- The housing mix
The planning officer's recommendation is to grant the application, subject to a planning agreement. The report pack details that the planning agreement would include:
- 12 affordable dwellings
- £7,617.92 for pedestrian infrastructure improvements
- £133,463 for public transport infrastructure improvements
- £4,252 for a travel plan management and audit fee
- £24,480 for a travel plan implementation fee
- £9,947.73 for 13 off-site replacement trees
The report pack includes a Design and Access Statement, which states that the key design driver for the project is to reduce the impact on the occupiers of neighbouring cottages. The Transport Statement notes that the proposed development is demonstrated to lead to a reduction in vehicular trips to and from the site when compared to the extant use of the site.

Public Forum
The agenda allots time for a public forum, where members of the public or councillors can participate. The agenda notes that written questions must be received three clear working days prior to the meeting (by 5pm on Thursday 2nd October 2025), and petitions and statements must be received by noon two working days prior to the meeting (by 12pm on Monday 6th October 2025).
