The Licensing Sub Committee met to discuss new premise licence applications for Best Kebab by Lokanta 82, Niu Hot Pot, and Silver Raven. The sub committee agreed to extend the decision deadline for Best Kebab by Lokanta 82 and adjourned the meeting to reach a decision on the temporary event notice application.
Temporary Event Notice for Shoreditch Tunnel
The sub committee considered a Temporary Event Notice (TEN) for the Shoreditch Tunnel, next to Shoreditch High Street overground station on Braithwaite Street, London E1.
The applicant, Simranpal Panesar, described the event as a public arts and music activation
with a maximum capacity of 499 people, scheduled for 18 October 2025, from 16:00 to 22:00. The application included the sale of alcohol and relevant entertainment.
Environmental Protection and the Metropolitan Police objected to the TEN. Nicola Cadzow, an Environmental Health Officer, cited a similar DJ event on 14 August 2025, where over 200 people blocked access through the tunnel, leading to police intervention. Cadzow argued that the applicant had not provided a detailed noise management plan, especially considering the location's presence within the Brick Lane Cumulative Impact Zone.
PC Jamie Stanley of the Metropolitan Police raised concerns about crime and disorder and public safety. He noted the location's history of unlicensed music events with drug use and antisocial behaviour. PC Stanley also pointed out the lack of a site plan and necessary highways permission.
The applicant was not present at the meeting. The sub committee adjourned to reach a decision.
Best Kebab by Lokanta 82, 53 Brick Lane London E1
The sub committee considered an application for a new premise licence for Best Kebab by Lokanta 82, located at 53 Brick Lane, London E1 6PU. The applicant, Kaan Toprak, sought permission for late-night refreshment from 23:00 to 02:00, Monday to Sunday.
The premises falls within the Brick Lane Cumulative Impact Area (CIA). The applicant described the premises as a takeaway.
Environmental Protection, the Licensing Authority, and residents objected to the application. Ibraheem Elias, an Environmental Protection (Noise) Officer, stated that the application did not include a noise management plan and that the proposed hours exceeded the licensing framework hours. The Licensing Authority argued that granting further licences in the Brick Lane area would be inconsistent with promoting the licensing objectives. Christopher Lloyd, Vice Chair of Spitalfields Residents Against Anti-Social Behaviour (SPIRE), cited concerns about antisocial behaviour and the lack of consideration for the CIA in the application. Alan Williams, a resident of Lamb Street, expressed concerns about noise and public nuisance. David Cunningham, another resident, raised issues about antisocial behaviour, drug-related activities, and the lack of effective proposals to prevent extended gatherings of customers outside the premises.
The applicant's agent, Kenan Kara, submitted a CIZ statement and a list of amended conditions, including measures to prevent crime and disorder, ensure public safety, and prevent public nuisance.
The sub committee agreed to extend the decision deadline for this application.
Niu Hot Pot, 43 Commercial Street, London, E1
The sub committee considered an application for a new premises licence for Niu Hot Pot, located at 43 Commercial Street, London, E1 6BD. The applicant, Luxx Catering Ltd, sought permission for the sale of alcohol (on sales only) and regulated entertainment (recorded music) with terminal hours of 23:00 Monday to Saturday and 22:30 on Sundays.
Environmental Protection and SPIRE objected to the application. Nicola Cadzow from Environmental Protection expressed concerns about noise and the location's presence within the Brick Lane Cumulative Impact Zone. SPIRE also raised concerns that the applicant had not explained how they would meet the licensing objectives.
The applicant offered measures in the operating schedule to address the licensing objectives, including prominent notices requesting customers to respect local residents and a challenge 25 Policy
. Additional conditions were agreed with the police and Licensing Authority, including the keeping of an incident log, measures to prevent crime and disorder, and staff training requirements.
Silver Raven, Tower Bridge Quay, St Katharine's Way, London, E1W
The sub committee considered an application for a new premise licence for Silver Raven, located at Tower Bridge Quay, St Katharine's Way, London, E1W 1LD. The applicant, Tower Cruise Limited, described the premises as a sightseeing boat operating on the Thames. The application sought permission for the sale of alcohol (on sales) and regulated entertainment (live and recorded music) between 08:00 and 23:00, Monday to Sunday.
A resident, Penelope Cobham, and the RT Hon David Mellor KC, objected to the application, citing concerns about noise, public safety, and the environment. Cobham raised concerns about the potential strain on managing the area due to a large influx of visitors and the lack of a risk assessment.
The applicant offered measures in the operating schedule to address the licensing objectives, including restrictions on passengers bringing alcohol on board, safety announcements, and a zero-tolerance drugs policy. Conditions were agreed with the police and Environmental Protection, including restrictions on when alcohol could be sold, CCTV requirements, and noise control measures.
