Summary
The Licensing Panel of Breckland Council is scheduled to meet on Thursday 16 October 2025 at The Breckland Conference Centre in Dereham. The panel is expected to review a premises licence under the Licensing Act 2003, and to consider excluding the press and public from the meeting during that review.
Review of Premises Licence
The Licensing Panel is scheduled to review a premises licence under the Licensing Act 20031. The report pack includes a report from Craig Fowler, Environmental Health and Licensing Manager, related to this review.
The agenda states that the press and public may be excluded from this part of the meeting, as it is expected to involve the disclosure of exempt information as defined in paragraphs 1, 2 and 7 of Schedule 12A to the Local Government Act 1972.
The hearing procedure to be followed by the panel is included in the Public reports pack. It states that:
All parties will be allowed an equal amount of time to present their case. In normal circumstances, the Panel will expect each party to present their case within a maximum of 20 minutes, although this time limit may be varied by the Panel, either on the application of a party to the hearing or at the Panel's own instigation.
The procedure also states that legal advice should be sought before any decision is publicly delivered.
Exclusion of Press and Public
The panel will consider passing a resolution to exclude the press and public from the meeting during the review of the premises licence. The resolution is worded as follows:
That under Section 100(A)(4) of the Local Government Act 1972, the press and the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1, 2 and 7 of Schedule 12A to the Act.
