The Learning and Skills Scrutiny Committee is scheduled to meet to discuss the Schools Service Integrated Business Plan, safeguarding in education, and recommendations to the cabinet. The committee will also review and confirm scrutiny committee recommendations to the cabinet.
Integrated Business Plan
The committee is scheduled to review and consider the Schools Service Integrated Business Plan (IBP). The IBP serves as the authority's Post Inspection Action Plan following Estyn's inspection earlier this year.
The report pack states that the committee is being asked to consider the IBP:
in order to gain an understanding of the local authority's integrated approach to educational improvement following Estyn's inspection earlier this year and to have the opportunity to scrutinise and challenge the approach, strategies and actions.
The IBP recognises that educational improvement is wider than the four Estyn recommendations.
The IBP outlines the Education Service's approach to educational improvement. It recognises that a cohesive whole-authority systematic approach is required to ensure sustainable improvement.
The report aligns to the following objective in the Corporate Strategic and Equalities Plan:
We will work to tackle poverty and inequality to support the well-being of the people of Powys
The IBP includes sections on:
- Leadership
- School Improvement
- Monitoring, evaluation and impact
The IBP also refers to the Welsh Language and actions to ensure that the Welsh language is treated no less favourably than the English language.
The IBP sets out a number of service objectives, including:
- Strengthening the quality and impact of leadership at all levels.
- Strengthening the quality of support and challenge to schools to improve outcomes of all Powys learners.
- Improving the well-being of all learners, ensuring learners feel safe and valued, and thrive as healthy and confident individuals.
- Strengthening the provision, and improve the outcomes, for learners with ALN1.
- Ensuring appropriate progression pathways for all learners.
- Implementing measures to improve the learning environment for all learners in Powys.
Safeguarding in Education
The committee is scheduled to receive and scrutinise the Safeguarding in Education report, which includes a progress update on site safeguarding.

The committee is scheduled to discuss and confirm Scrutiny Committee recommendations to Cabinet.
