Here is a summary of the topics scheduled for discussion at the Isle of Anglesey Council's Corporate Scrutiny Committee meeting on 15 October 2025. The committee will be looking at the North Wales Regional Partnership Board annual report, the North Wales Councils Regional Emergency Planning Service annual report, the outcome of a consultation on relocating Ysgol Uwchradd Caergybi, and its own forward work programme. Ysgol Uwchradd Caergybi
The committee will be presented with the outcome of the consultation on the proposal to relocate Ysgol Uwchradd Caergybi learners to a new school building for 11-18 year olds. According to the report pack, 79% of stakeholders who responded to the consultation agreed with the proposal. Some of the 21% of stakeholders who disagreed were concerned that the proposed site near the Holyhead Leisure Centre was too far from the current site and the town centre. Others suggested updating the current building or rebuilding on the current site, but the council report states that it had already considered and rejected refurbishing the current building. The report pack includes a recommendation to the Executive to approve the proposal and authorise officers to publish a statutory notice.
The report pack also notes that the committee will be asked to consider a strategic outline case relating to the relocation of Ysgol Uwchradd Caergybi learners to a new school building for 11-18 year olds. However, the press and public may be excluded from this part of the meeting.
North Wales Regional Partnership Board Annual Report
The committee will be presented with the North Wales Regional Partnership Board Annual Report (Part 9: Health and Social Services) 2024/25. The report includes a summary of the Regional Integration Fund programme, and details of work relating to:
- Community based care
- Home from hospital
- Supporting families and children
- Promoting good emotional health and well-being
- Integrated system enablers
The report pack includes a recommendation that the committee confirms it has read, understood and taken into account the work that is required to be undertaken by the Regional Partnership Board, and notes the work and progress in 2024/25.
The foreword to the report is written by Councillor Dilwyn Morgan, chair of the North Wales Regional Partnership Board. It notes that the past 12 months have seen positive changes to the workings of the NWRPB, and that meetings are now held every two months and have moved into the strategic realm. The report highlights the North Wales Memory Support Pathway, the extended home care regional commissioning agreement, and the North Wales Dementia Friendly Communities Scheme.
North Wales Councils Regional Emergency Planning Service Annual Report
The committee will be presented with the North Wales Councils Regional Emergency Planning Service Annual Report 2024/25. The report covers work carried out by NWC-REPS across the six local authorities in the region, as well as multi-agency activities undertaken to support the North Wales Local Resilience Forum.
The report notes that NWC-REPS provides two 24/7 year round Duty Officers to act as the initial point of contact for emergency response. During the financial year 2024-2025, NWC-REPS assisted in this role by:
- Receiving and assessing Natural Resources Wales warnings and alerts
- Receiving and assessing Met Office Weather warnings
- Receiving and responding to incident reports
The report also mentions Storm Darragh, which affected the island during Saturday, 7 December 2024 & Sunday, 8 December 2024. The council took precautions including closing leisure centres, household recycling centres, libraries, public toilets, and piers. The storm had a significant impact, closing roads, the Britannia Bridge, and Holyhead Port, causing loss of power and damage to structures and properties.
The report also refers to the closure of Holyhead Port to ferry traffic from 7 December 2024 to 15 January 2025, following significant damage sustained during Storm Darragh. The council launched an online survey to understand the impact the closure had incurred upon Anglesey and Welsh businesses, and provided evidence to the inquiry being conducted by the Senedd's Economy, Trade and Rural Affairs Committee on the Holyhead Port Storm Damage and Closure.
Forward Work Programme
The committee will be presented with its forward work programme for 2025/26. The report pack includes a recommendation to agree the current version of the forward work programme, and note progress in implementing it. The forward work programme lists items scheduled for scrutiny between May 2025 and April 2026.
