Summary
Here is a summary of the agenda for the Licensing Sub-Committee meeting scheduled for Bromley Council on 20 October 2025. Councillor Kira Gabbert, Chairman, Children, Education & Families PDS Committee, Councillor Nicholas Bennett J.P. Pierluigi's Pasta Fresca - Premises Licence Application
The Licensing Sub-Committee was scheduled to review an application for a new premises licence for Pierluigi's Pasta Fresca, 86-90 High Street, Beckenham BR3 1ED. Objections to the application, detailed in reports from the Director of Environmental Services, were to be considered.
The report pack included a recommendation for the Licensing Sub-Committee to determine the application, taking into account Bromley Council's Statement of Licensing Policy 2025 to 2030, and any representations from the applicant and objectors.

The application also requested non-standard timings for New Year's Eve and an extension until 1am on days preceding bank holidays and St David's Day.
Background
The report pack noted that the Council had received nine representations against the application and one in support.
The application was for a new premises licence, following a previous licensing review on 7 December 2022, and 29 January 2025.
The report pack included extensive background information on the premises, including:
- Licensing Act 2003 and associated regulations, including the Live Music Act 20121 and the Legislative Reform (Entertainment Licensing) Order 20142
- Details of the premises, describing it as being situated on the ground floor of a detached building on the High Street, near Manor Road and Kelsey Park Road in Beckenham Town Centre.
- Licensing history, including a summary of 24 complaints received over 19 days from five complainants. These related to loud music and noise, particularly late at night.
Applicant's Supporting Documents
The applicant, Pierluigi's Restaurant Limited, submitted supporting documents with their application, including:
- A covering letter from Dadds LLP Solicitors, explaining that the application was being made to avoid delays, and to allow the matter to be considered on its merits. - Acoustic technical notes, including noise measurements and assessments of music noise break-out.
- A witness statement from Sofia Maria Figuera Martin, Director of Pierluigi's Restaurant Limited, addressing noise and music matters.
- A Licensing Connect brochure, menu example, and premises photographs.
