This meeting of the Publishable Officer Decisions committee of Hounslow Council was scheduled to discuss inflation release requests for 2024/25, and strategic Community Infrastructure Levy1 (CIL) funding agreements for the Chiswick House & Garden Trust2. The report pack included a report on inflation release requests, and stated that a document relating to the Chiswick House & Garden Trust was exempt from publication.
Inflation Release Requests 2024/25
The Executive Director of Finance and Resources was asked to approve the allocation of £690,791 from the corporate inflation provision for 2024/25 to service budgets.
The report pack stated that in February 2024, the cabinet delegated the allocation of inflation to service budgets within the revenue budget for 2024/25 to the Executive Director of Finance and Resources. To consider requests for the release of inflation to service budgets, the Executive Director of Finance and Resources established an Inflation Review Panel.
The panel, which met on 14 January 2025, included Jake Bacchus, Executive Director of Finance and Resources, and Martin Waddington, Executive Director of ICP, Health and Social Care Integration.
The panel recommended that the following requests be approved for release to service budgets:
- Digital & IT Contracts £242,700
- Hounslow Matters £6,000
- Legal Services Contract £167,200
- Insurance Premiums £208,800
- External Audit Fees £13,859
- Building Cleaning Service (Coalo excluding Facilities Management) £52,232
The report pack stated that higher inflation since late 2021 has had a significant impact on the council's budgets and costs. It also stated that the releases from the corporate inflation provision would aid effective budget management, and reduce the risk of non-inflationary budget management issues being underreported.
Chiswick House & Garden Trust Strategic CIL Funding Agreements
The agenda for the meeting noted that there was a report relating to the Chiswick House & Garden Trust, but that it was exempt from publication by virtue of paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 19723.
The report concerned strategic CIL funding agreements for:
- Cedar Yard Community and Creative Campus
- Cricket Facilities Development Project
