Summary

The Clean and Green Policy Development Committee scheduled a meeting to discuss the recommendations from several workshops, and to agree on themes for consideration in the coming year. The meeting was also scheduled to include a review of actions from previous meetings. Councillor J. Hehir, Chair of the committee, was expected to chair the meeting.

Parking Services Strategy

The committee was scheduled to discuss recommendations on parking permits and vehicle removals, to be considered in the Parking Services Strategy. These recommendations came from workshops held on 24 July 2025.

The recommendations regarding parking permits included:

  • Introducing emissions-based charging for resident and business permit holders, while exploring mitigations for lower-income households.
  • Reviewing the system of issuing free visitor vouchers to disabled badge holders, and instead introducing a free Carer Permit available to those receiving care at home, irrespective of disability status.
  • Maintaining the current practice of issuing free resident permits to disabled badge holders living in Controlled Parking Zones1.
  • Maintaining the administration fee for changes to paid permits, but discontinuing the practice of applying this fee to free permits (typically issued to disabled badge holders).
  • Introducing a specific three- or six-month permit for foreign registered vehicles owned by residents living in Controlled Parking Zones.

The committee was also scheduled to discuss recommendations regarding vehicle removals, including that:

  • The council adopt a Vehicle Removal and Car Pound service.
  • The service is tendered concurrently with the upcoming Civil Enforcement Service contract (currently provided by APCOA2).
  • The tender should allow the contractor to provide or utilise a car pound facility outside the borough boundary, provided it is located within 30 minutes' drive or one hour by public transport from a borough midpoint.
  • The facility may be a shared site.
  • The service should operate on a six-day-per-week schedule, supported by a minimum of two tow trucks.
  • The council should adopt the national Persistent Evader powers as outlined in the London Local Authorities and Transport for London Act 20073, to support enforcement against repeat offenders and reduce long-term non-compliance.
  • Removal activities are controlled through the use of a Removal Criteria and proposed the following criteria:

a) Vehicles may be subject to removal if they are:

b) Parked in a Disabled Bay without displaying a valid Blue Badge

c) Blocking a Dropped Kerb or Driveway

d) Parked in a Suspended Bay

e) Parked in a Bus Lane, Bus Stop or Bus Stand

f) Parked on School Keep Clear Markings

g) Parked on a Loading Restrictions

h) Parked on a Red Route

i) Identified as a Persistent Offender

j) Causing a Safety Hazard

k) Parked on a yellow line within 10 meters of a Junction

l) Parked in a Mandatory Cycle Lane

m) Parked with all four wheels on the footway

n) Parked with two wheels on the footway, when authorised by a senior officer

o) Otherwise authorised by a Senior Officer

  • The removals service provider is made contractually responsible for the entire disposal process, including issuing correspondence to registered keepers and a 35-day Key Performance Indicator (KPI) for vehicle disposal is enforced.
  • The council leverages penalties against the Service Providers for late disposal, unless delays are explicitly authorised by the Council.

Themes for Consideration During 2025/26

The committee was scheduled to discuss and agree on themes for consideration during 2025/26. This was expected to include a presentation by relevant officers and cabinet members. Also included for discussion was a draft template to record any outstanding actions from previous meetings, and a draft template to record member attendance.

Action Log of the Previous Meeting

The committee was scheduled to note the action log of the last meeting held on 19 May 2025. According to the action log, the committee previously agreed to investigate Parking Services and delegated authority to the Chair and Vice Chair to meet with officers to develop the scope and project plan. The Chair met with the Cabinet Member and Officers on 5 June.
