The Hounslow Council Planning Committee met on Thursday to discuss planning applications, including a major application for 389 Chiswick High Road. The meeting also covered declarations of interest, approval of previous minutes and other planning matters.

389 Chiswick High Road
Councillors were scheduled to consider a planning application for 389 Chiswick High Road W4, also known as Chiswick Tower. The proposal involves alterations and a change of use to create:
- 394 rooms of shared living accommodation, described as sui generis1
- 486 sqm of co-working space
- Demolition of the existing two-storey annex to construct a new nine-storey building with a basement, providing 23 social rent units (Class C32)
- Children's play space and amenity space
- Public realm improvements
- Improvements to the entrance of Gunnersbury Station
- Landscaping and associated works
The report pack noted that the application was considered to be of significant public interest
and would require a legal deed if approved.
The report pack stated that the applicant would reserve part of the site for future Gunnersbury Station improvement under a Section 106 legal agreement3. The agreement would safeguard the land for 25 years, with a trigger point of 13 years to establish the design. The report pack noted that Transport for London (TfL) and Network Rail supported this.
The report pack also noted that a prior approval (PAC/2025/0749) had been granted to change the use of Chiswick Tower from office to residential, creating 181 units. This prior approval was considered to be a fallback position
for the applicant.
The report pack stated that the planning application was recommended for approval subject to conditions and the completion of a Section 106 Agreement and a Section 278 Agreement[^5].

The committee was also scheduled to review an addendum report, and to note the date of the next meeting.
