The Licensing Sub Committee of Cardiff Council was scheduled to consider an application for a new premises licence for Fed Restaurant Group Ltd. The meeting's agenda also included provisions for urgent items, if any.
Application for Premises Licence: Fed Restaurant, Llandaff Road
The committee was scheduled to discuss an application for a premises licence for Fed Restaurant Group Ltd, located at 72A Llandaff Road, Pontcanna, Cardiff. The application sought permission for the sale of alcohol for consumption both on and off the premises, and for the provision of late-night refreshment indoors.
The proposed operating hours for the premises were from 09:00 to 23:30 on Sundays to Wednesdays, and 09:00 to 00:00 on Thursdays to Saturdays. The licensable activities were proposed to run from 09:00 to 23:00 on Sundays to Wednesdays, and 09:00 to 23:30 on Thursdays to Saturdays for alcohol sales, with late-night refreshment permitted between 23:00 and 23:30 on Thursdays to Saturdays.
The report pack indicated that representations had been received from South Wales Police and Pollution Control. However, both of these representations were withdrawn as the applicant had agreed to the conditions proposed. A representation was also received from other persons,
identified as a local resident named Sonder, who raised concerns about potential increases in noise, parking issues, and anti-social behaviour if the new premises were to operate as a late-night venue.
The committee was to consider the application with a view to promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report pack outlined proposed conditions to meet these objectives, including measures for CCTV, staff training, alcohol storage and service, incident logging, door supervisors, and customer management.
Specific conditions proposed included:
- Prevention of Crime and Disorder: Installation of a CCTV system approved by South Wales Police, maintenance of an incident log, staff training on age-related sales, restrictions on off-sales to unopened vessels, and the use of SIA registered door supervisors. On high-risk event days at Cardiff City Stadium, all drinks were to be supplied in non-glass vessels from three hours before the event until one hour after, unless customers were taking a full table meal.
- Public Safety: Ensuring all exits and escape routes are kept clear, regular checks of emergency lighting and fire safety equipment, and adherence to a maximum occupancy determined by a fire risk assessment.
- Prevention of Public Nuisance: Displaying signage encouraging customers to leave quietly, limiting the use of the outdoor designated area to between 09:00 and 22:30, and ensuring windows and doors are closed from 20:00 to minimise noise.
- Protection of Children from Harm: Operating a

policy and prohibiting children from being on the premises after 22:00.
The report pack noted that the applicant had agreed to conditions proposed by South Wales Police and Pollution Control, which included restrictions on deliveries and waste collections to between 08:00 and 20:00 daily. The resident's representation highlighted concerns that these issues could worsen if the new premises became a late-night venue.
The committee's decision-making powers, as outlined in the report, included granting the application, modifying licence conditions, or rejecting the application in whole or in part. Any decision made was to be within the council's legal powers, comply with procedural requirements, be fully informed, properly motivated, and reasonable in all the circumstances.
The meeting was scheduled to be chaired by Councillor Michael, with Councillors Driscoll and Gunter also in attendance.
