Leeds City Council endorsement and formal adoption of West Yorkshire Local Transport Plan (WYLTP)

The West Yorkshire Combined Authority (WYCA) is seeking formal endorsement of the new West Yorkshire Local Transport Plan (WYLTP) from Leeds City Council.   Although WYCA holds the statutory responsibility for adopting the Local Transport Plan, obtaining support from each constituent council ensures that the LTP aligns with local transport and highways objectives. The implementation of the WYLTP will underpin future transport initiatives and infrastructure development throughout the next five-year capital funding period. This collaborative method promotes shared ownership and accountability, and establishes a robust mandate for integrated delivery via strategic partnerships.   Leeds City Council has formally participated in the recent LTP consultation (29 July–21 October 2025), registering district-wide support for the proposed WYLTP policies and overarching strategy.   The policies and strategic ambitions articulated in the WYLTP are closely aligned with Leeds City Council’s existing strategies, including the Connecting Leeds Transport Strategy, Vision Zero, Inclusive Growth Strategies, Local Plan, Economic Vision, and associated frameworks.   A comprehensive report outlining Leeds City Council's intended endorsement of the WYLTP has been prepared by Transport Policy Officers and is scheduled to be presented to the Executive Board on 11th February. The final WYLTP document will be presented to the West Yorkshire Mayor for approval on 19th March 2026.
