2025/26 Housing Revenue Account Budget Monitoring Report - Quarter 1

...to formally note the Housing Revenue Account's (HRA) projected financial position for the 2025/26 financial year, revise the HRA Capital Programme, transfer £157k from the decorations revenue budget to the communal flooring capital budget, and approve spending £190,700 grant from Devon County Council to support the Local Authority Housing Fund round 3.
