Review of Complaints Closed in 2024-25 and Revisions to the Complaints Policy & Procedure

1.    This report provides a summary of service complaints which were closed in 2024/25, the Council’s performance in responding to those complaints and, where applicable lessons learned provided Waverley Borough Council,   2.    The report also provides information about the Council’s updated complaints handling policy and procedure, which is now compliant with the Housing Ombudsman’s Complaint Handling Code.

Procurement Pipeline Report - over £200k (2025-2026)

1.    The Council’s Contract Procedure Rules (CPRs) provides that Executive must give permission to commence any procurement activity which could result in the contract award being a Key Decision as the estimated value is greater than £200k or it significantly impacts two or more wards.   2.    This report provides an update of the procurement pipeline which was presented to Executive on 04 November 2025. The pipeline set out in Appendix 1 includes additional projects which are likely to result in Key Decisions and seeks Executive agreement for procurements to commence.

Community Asset Transfer application – The Canon Bowring Recreation Ground, Lower Manor Road, Farncombe, Godalming

1.    The Community Asset Transfer Policy (CAT) was adopted by the Council on 11th June 2024 to ensure a transparent and consistent approach to requests for Community Asset Transfer. The Council is guided by this policy when considering expressions of interest for a transfer of a community asset owned, or under the stewardship of the Council, to a suitable Voluntary or Community Organisation (VCO).   2.    Godalming Town Council (GTC) has requested the transfer of the Canon Bowring Recreation Ground, Lower Manor Road, Farncombe, under the terms of the CAT Policy.   3.    This report sets out the details of the requested transfer and the potential issues raised by the proposed transfer

SHARED FINANCE SERVICES

From: Guildford & Waverley Joint Executive Committee - Thursday, 4th December, 2025 7.00 pm - December 04, 2025

1.    This report recommends that the Joint Executive and the respective Councils agree to Waverley Borough Council discharging Finance functions on behalf of Guildford Borough Council. This will enable a shared service to be put in place within the current budget to both authorities.   2.    A shared service will provide greater resilience, capacity and capability for both authorities. It will fully support the authorities' strategic priorities offering best value for our residents and furthering the collaboration. This should result in a positive organisational reputation and improved staff morale.   3.    It will contribute to the Local Government Reorganisation (LGR), with the Government announcing its decision on 28 October to create two unitaries in Surrey (East and West), with both Guildford and Waverley councils being in the West Surrey Unitary along with Runnymede, Spelthorne, Surrey Heath and Woking councils plus Surrey County Council.
