The committee also discussed the need for clearer guidelines on demonstrating community benefit in school-related applications and the issue of organisations with large reserves applying for relatively small grants.

After debate, the committee voted to recommend the changes to the full council, with Councillor Rex Osborn, Chair of the General Purposes Committee using his casting vote to pass the motion.
