A38S M1 Metrobus extension and active travel corridor

Disposal of land at Baltic Wharf Caravan Club to Goram Homes

Cabinet decision on 4 September 2018 “Creation of the Housing Company” authorised the Executive Director of Growth and Regeneration in consultation with the Cabinet Member for Housing and the Service Director of Finance to approve the transfer of land at Romney House, Lockleaze and the Baltic Wharf Caravan Club site to the Housing Trading Company (Goram Homes Limited) on terms to be agreed. The Baltic Wharf Site benefits from a detailed planning permission (ref 21/01331/F) for the ‘Erection of residential dwellings, commercial floorspace, integrated car and bicycle parking, refuse storage, landscaping and associated infrastructure and services’. The proposed development consists of 6 blocks, delivering 166 dwellings including 40% affordable homes for social rent and shared ownership. In 2024 the Council was awarded Brownfield Land Release Fund grant of £2,441,957 towards the scheme. On 24 December 2024 the Council entered into an option agreement in advance of this land contract. The option runs for an initial period of 12 months or the date the parties enter the land contract (whichever is the later). The subsequent land contract will ensure all key contractual terms and safeguards for the Council with the value demonstrating best consideration. The Baltic Wharf Site forms part of the harbour estate. The statutory harbour authority are in the process of obtaining a new Harbour Revision Order which went out to consultation, with the consultation period having expired on 11th June 2025. No objections were received in response to the consultation. This disposal includes 98 sqm of adjoining Harbour Authority land which comprises the hedge on the northern boundary. The sale contract is in an agreed form and this ODN is therefore to confirm that the Executive Director has exercised the delegated authority to complete the sale of the site.

Procurement of new contract for supply, installation and maintenance of metrobus iPoints

1. To provide background on the metrobus iPoints, details of the upcoming review being undertaken by the metrobus partners to consider the future requirements for iPoints, and the options available for managing the end of the existing supplier contract; 2. To seek authorisation for the Executive Director Growth and Regeneration to start a procurement exercise for a new contract (and to subsequently award, as appropriate), for the future management of the iPoints. 3. To seek authorisation for the Executive Director Growth and Regeneration to extend the current contract for a short period, should this be necessary, for the successful delivery of the procurement exercise and a smooth transition to a new contract.
