Urgent Leader's Decision, Portfolio Holder Decision Meeting - Thursday 2 October 2025 3.00 pm
Councillor Paul Osborn, Leader of the Council, approved an experimental traffic order to implement a red route in parts of Rayners Lane, Alexandra Avenue and Village Way East. The decision aims to improve traffic flow, reduce congestion, support public transport, and enhance road safety and air quality in Rayners Lane Town Centre. The Leader also requested that he be consulted before any modifications are made during the experimental period.
Urgent Leader Decision, Portfolio Holder Decision Meeting - Tuesday 30 September 2025 5.15 pm
Councillor Paul Osborn, Leader of the Council, made the urgent decision to abandon the procurement process for the Highways, Street Lighting and Associated Infrastructure Works Contract, and to extend the existing contract with JB Riney for 18 months, with the option to extend for a further two years in one-year increments, subject to cabinet approval. This decision was made because awarding a contract following the competitive process did not represent value for money at this time. The Leader also agreed that a report will be submitted to the cabinet for approval of a future procurement strategy for securing the longer-term commissioning of highway street lighting and associated infrastructure works.
(Special Meeting), Traffic and Road Safety Advisory Panel - Monday 29 September 2025 6.30 pm
The Traffic and Road Safety Advisory Panel met to discuss and unanimously recommend that Harrow Council's Leader of the Council approve the implementation of a red route in parts of Rayners Lane, Alexandra Avenue and Village Way East to improve traffic flow, access to parking and loading, and reduce congestion. The panel also recommended delegating authority to the Strategic Director of Culture, Environment and Economy, in consultation with the Portfolio Holder for Finance and Highways, to agree the terms of the experimental traffic management order, having undertaken further pre-order engagement, and to make decisions to withdraw the order or make modifications to it during the experimental period. Finally, the panel noted that a decision on whether to make a permanent order will go to Cabinet for approval.
Urgent Leader's Decision, Portfolio Holder Decision Meeting - Friday 19 September 2025 11.30 am
Councillor Paul Osborn, Leader of the Council, convened an urgent Portfolio Holder Decision Meeting to address the continuity of community equipment services in Harrow. The Leader delegated authority to the Strategic Director of Adults and Public Health to enter into contract arrangements with Provide Care Solutions Ltd, and other providers if necessary, to ensure the ongoing provision of essential equipment to residents. This decision was made in response to the liquidation of NRS Healthcare, the previous service provider, and the inability of Essex Cares Ltd to proceed with a previously negotiated contract.
