Evaluation of Retention or Disposal Options for Housing Revenue Account units

This decision relates to the ownership and refurbishment options for the following properties: 37 Hereson Road, Ramsgate, CT11 7DP; Flat 3 Cobb Court, 27 King Street, Margate, CT9 1BZ; and 1 Park Lodge, Montefiore Avenue, Ramsgate, Kent, CT11 8BD. All three residential dwellings are currently owned by the council. The report related to the decision examines both the costs of refurbishing the properties and the potential capital receipts from their disposal at auction.   The recommendation is the decision to dispose of all these properties and reinvest the proceeds of the sales in the council’s Housing Revenue Account (HRA) Capital Programme.

Adoption of the following new policies: Decant Policy and Damp, Mould and Condensation Policy

The 2 new policies have been developed in response to new legislation and where a gap has been identified in operations. They provide a framework for consistency and best practice as well as compliance with the current legislation and with the Regulator for Social Housing.   The 2 new policies are:   Damp, Mould and Condensation Policy  Decant Policy   This report seeks authority for the council to:   Adopt the two new policies;   2.  Delegate authority to the Head of Tenant and Leaseholder Services, in consultation with the Cabinet Member for Housing to make minor operational changes to the policies, as required.

Fuel Supply Contract

Officers have permission to undertake the procurement and award of a contract for the supply of fuel at the Ramsgate Royal Harbour. The estimated value of the contract will be £140k per year over a 7 year contract (4 years with potential for 3 year extension), making a total estimated contract value of £980,000

Purchase of land at Eaton Road, Margate from Southern Housing in the Housing Revenue Account

The report sought approval to purchase land from Southern Housing at Eaton Place, on Eaton Road in Margate. This land is currently owned by Southern Housing and the Council has entered into negotiations with the registered provider to acquire the land in order to keep the homes that are delivered on that site as affordable housing.

Purchase of Low Emission Caged Vehicles
