Food waste collection service – resource grant funding arrangements

Previous reports to the Executive Board have provided background on the detail behind the Government, via the Environment Act 2021, mandating that Councils in England commence weekly food waste collections from 2026. The Council has received capital funding from Government of approximately £1.1M for the purchase of bins, kitchen caddies and vehicles, that have been procured by the Council for its full borough implementation. In accordance with the previously approved Executive Board report, a pilot food waste collection service is to be implemented for the end of May 2025, to approximately 9,000 properties, in advance of the wider borough implementation for June 2026.

Contracts for waste disposal, recycling and food waste processing and treatment

The Council, acting as a Waste Disposal Authority, is required to retender the contracts for waste disposal, recycling treatment and disposal, as both the aforementioned contracts end for June 2026. The Council has contracts with the present successful contractor, Suez UK for waste disposal, with the majority of the Council waste going to energy from waste facilities sourced by Suez UK. Similarly, Suez UK transfer the Councils recycling to a materials recycling facility for separation and processing before sending onto various outlets in the UK.
