The committee noted the Quarter 1 budget monitoring [^1] for 2024-25, approved the recommendations in the Bikehanger Update report, agreed to make the experimental traffic management order (TMO) for the Battersea B9 CPZ permanent, noted the Annual Petitions Review [^2], and noted the Highway Maintenance Programme for 2024-25.
Agenda and draft minutes
The committee approved two applications and rejected one. They approved plans to build a three-storey block of 5 flats on the site of some garages on Gideon Road, as well as plans to replace a garage with a side extension on Wimbledon Park Road. They rejected plans to demolish the Bright Horizons Battersea Day Nursery on Latchmere Road and replace it with a new nursery and a block of 9 flats.
Agenda and decisions
The Environment Committee agreed to transfer the management of the arboricultural and grounds maintenance contracts, and responsibility for the biodiversity strategy from Enable Leisure and Culture to Wandsworth Council[^1]. The Committee also noted that the council is negotiating with Enable about extending their leisure and culture contract, and will make a decision on that in November 2024. Councillors noted the council's response to the petition requesting the purchase of Springfield Park, and noted that a consultation will be taking place in July 2024 about the creation of a pocket park on Swaffield Road.
Agenda and draft minutes
The Conservation and Heritage Advisory Committee objected to three planning applications and supported one at their meeting on 10 September 2024. The Committee expressed serious concerns over plans to extend a locally listed house in Northcote, the proposed extension to a house on Bolingbroke Grove and the redevelopment of the Tootingbeck Lodge site. The Committee did not object to plans to extend a house on Nepean Street.
Agenda and decisions
The committee approved applications for a new intensive therapy unit at St. George's Hospital, a temporary licence for a flower stall outside Clapham Junction Station, minor alterations to the Riverside Business Centre, the construction of 2 dormer windows at 23 & 25 Oxford Road, and new houses and flats on a car parking space on Swaffield Road. The committee also agreed to authorise enforcement action to return a basement flat at 310 Queenstown Road to its original use, and to confirm a Tree Preservation Order for an oak tree at the Roehampton Sports & Fitness Centre.
