...to facilitate the development and delivery of the Energy Central Institute project, Northumberland County Council will act as guarantor for grant funding, manage the capital build, delegate authority for contracts and agreements, endorse the Outline Business Case, update the capital program, delegate authority for the Full Business Case, authorize expenditure for enabling works, and offer a long lease on the development site to Energy Central Campus Ltd.
