Membership: 9 Quorum: 3 Substitutes: Any Member from the same political group Frequency: Recommended 4 times per year   Main Purpose

•               Oversight of asset management, including purchases, enhancements, redevelopments, acquisitions, and disposals of Council-owned assets and those held by wholly owned subsidiaries or joint ventures.

•               Oversight and co-ordination of the council’s policy and strategy review programme

•               Monitor the Council’s Corporate Strategy, making annual updates to deliverables to ensure progress against strategic objectives, and undertake bi-annual updates and changes to the Council's Corporate Strategy.

•               Responsible for strategic planning, including developing future Local Development Plan and key planning policies. Strategic planning and commissioning of major plans (e.g., Local Development Plans, Town Centre Masterplans).   Key Responsibilities

•               Strategic Corporate Asset management including acquisition, disposal, redevelopment, enhancement, leasing, licensing, dedications and easements across all assets, including commercial assets.

•               Oversight of asset projects, including those by subsidiaries/joint ventures.

•               Facilities and compliance management of Council operational assets.

•               Leases and facility maintenance for sports clubs and community facilities.

•               Car parks without charges/penalties/enforcement.

•               Review and approval of business cases/plans for commercial activity.

•               Formulation and monitoring of the Capital Budgets, with appropriate reference to Finance & Resources Committee for agreement as part of the Budget Framework.

•               Community infrastructure development and maintenance, including street furniture, wayfinding, litter bins, and heritage assets.

•               Regularly review the compliance of all Council-owned assets with relevant statutory regulations and legislation, and make recommendations or commission actions to ensure full compliance is achieved and maintained.

•               Commissioning appropriate work programmes and establishing Working Groups to conduct the development of Local Development Plans, Town Centre Masterplans, and similar strategic projects as required. Consider and approve such plans at committee level, making recommendations or referring matters to the Planning Committee and Full Council as appropriate. Develop an annual plan to commission new strategies and review existing ones (except Housing Revenue Account and Homelessness), directly within remit or through delegation to the appropriate committee.    

•               Approval of the annual programme for review of all policies and strategies to be progressed by relevant committees.  

•               Promotion and development of arrangements for community participation in policy development and the Borough Assembly.
