•               Oversight of all financial matters, including budget proposals, capital and revenue spending, borrowing, investment, and resource allocation.

•               Oversight of parking enforcement and charging.

•               Oversight of Economic development and enterprise in the Borough.   Key Responsibilities

•               Responsible for financial services, democratic services, electoral services, corporate health and safety, contracts, procurement, legal services, HR, ICT, revenues and benefits, customer service and communications.

•               Formulate and review the Employee Code of Conduct.

•               Borrowing and Investment Strategy.

•               Write-off of debts above delegated limits.

•               Delivery of policies, programmes and strategies surrounding economic development, economic growth, enterprise, investment, tourism, heritage, apprenticeships, employment promotion.

•               Promote and enhance the vitality of shopping centres within the Borough, including consultation with local business groups such as Brentwood Connected, the Chamber of Commerce, and the Federation of Small Businesses, as well as residents and other stakeholders.

•               Maintain a special focus on initiatives that promote employment opportunities within the Borough, including support for apprenticeships, skills development, and collaboration with local employers and training providers.

•               Promote and encourage tourism and the preservation and celebration of the Borough’s heritage, working in partnership with relevant organisations and stakeholders to maximise economic and cultural benefits.

•               Parking: All parking involving charging or penalties (including enforcement/fines).

•               Oversight of Seven Arches Investment Limited Business Plan and the lead role as stakeholder.

•               Consider and determine requests for sponsorship arrangements and the use of the Council’s Coat of Arms, insignia, and logos, ensuring such uses align with Council policy and reputation.
