Purpose
Procurement of energy supply
contracts
Content
The
Deputy Leader and Cabinet Member for Health & Wellbeing, on
behalf of the Leader:
1.
AGREED to continue to use Gwynedd Council’s
Energy Procurement Services Dynamic Purchasing System (DPS) and
their procurement agent for the procurement of electricity and gas
supply contracts for three years.
2.
AGREED to secure long term gas and electricity
supply contracts to allow greater flexibility regarding purchasing
to secure better value for money.
3.
AGREED to delegate authority to the Corporate
Director of Planning, Growth and Sustainability (PG&S) and/or
the Corporate Director of Communities to agree purchases of volumes
of energy in consultation with relevant Cabinet Members and s151
officer.
4.
AGREED that external stakeholders (town and
parish councils, schools, and organisations managing parts of the
council’s operational estate) continue to be given the option
to join the council’s electricity and/or gas contracts; AND,
the administration fee applicable to external stakeholders; AND,
the creation of an additional post in the Energy Management Team to
manage external stakeholder matters.
That this cost and income is included in the Revenue MTFP as a
budget change.
5.
AGREED to continue to purchase at least 25% of
grid supplied electricity that’s backed by Renewable Energy
Guarantee of Origin certificates.
