Overview Committee

The Overview Committee undertakes pre-decision scrutiny of reports going to the Cabinet on the Council’s policies, projects, budget and services. Members of the public may speak at this committee and raise points on the reports being considered. The comments made by the committee and the public provide collective, constructive input and advice to Cabinet members before Cabinet decisions are taken. Members of the public cannot speak on a report at Cabinet if it has already been considered at the Overview Committee. The Committee also contributes to policy development by running a task group review programme, and it acts as a community champion by enabling councillors to raise matters of general concern. Certain overview and scrutiny functions have been delegated by the Committee to the Scrutiny Sub-Committee. These include the review of any Cabinet decision that is ‘called-in’ by three or more councillors (after a Cabinet decision has been taken), and holding Cabinet to account by monitoring the Council’s financial and service performance.
