The Scrutiny Committee is chaired by a member of the opposition. Its task is to hold the Cabinet to account by reviewing performance and financial reports across all services. Topics for review include performance monitoring, financial monitoring, waste and housing performance (including compliance), the annual performance report and the crime and disorder annual report. The Committee also deals with the call-in of Cabinet decisions and decides whether these decisions should be referred back to the decision maker to ‘think again’. Members of the public have the right to speak at meetings of the Scrutiny Committee as part of the performance review process.
