Darlington Council: Budget Underspend & Children's Welfare Plans
This past week, the Darlington Borough Council held two key meetings: the Economy and Resources Scrutiny Committee on Thursday and the Children and Young People Scrutiny Committee on Monday. Below is a detailed summary of the discussions and decisions made during these meetings.
Economy and Resources Scrutiny Committee
Council Spending 2023-24
The primary focus of the meeting was on the council's revenue and capital spending for the fiscal year 2023-24. The Director of Finance presented a report showing a projected underspend of £1.211 million. This underspend is primarily within Corporate Resources, which is a controllable budget.
Councillor Bryan inquired if underspends in one area could offset overspends in another. The Director of Finance confirmed this, noting that projected overspends in Adult Social Care and Children’s Services are being balanced by underspends in Central Services and Corporate Resources.
Councillor Thompson requested clarification on terms related to the Dedicated Schools Grant (DSG). The DSG is a government grant provided to local councils to fund schools, with the funding formula determining allocations per school.
The committee also discussed the projected overspend on agency staff costs. Despite a reduction in spending on agency staff, costs remain higher than budgeted.
In terms of capital spending, a projected overspend of £5.513 million was reported. Key projects contributing to this overspend include the Eastern Gateway developments and the Bank Top Station project. However, these projects are externally funded, so the overspend does not impact the council’s overall budget.
Councillor Matthews raised concerns about a £2.4 million underspend in the Climate Change Investment Reserve. He emphasized the importance of adhering to the council's 2019 climate emergency declaration. The Director of Finance attributed the underspend to project delays, assuring that the funds would carry forward into the next financial year.
Work Programme 2024-25
The committee reviewed and approved their work programme for the upcoming year, which outlines the topics they will scrutinise. Councillor Bell asked for specific scrutiny of the council's procurement rules, which the Director of Finance agreed to consider adding.
Children and Young People Scrutiny Committee
Work Programme 2024-2025
The committee discussed their draft work programme for 2024-2025, which details the issues they will examine related to children's welfare in Darlington. Councillor Matthew Snedker highlighted the absence of topics on children's mental health, which was subsequently added to the work programme.
Councillor Cyndi Hughes suggested including the experiences of young people in care, a request from the Darlington Safeguarding Partnership. This was also agreed upon by the committee.
Councillor Snedker proposed increasing the frequency of meetings to once a month, but after discussion, the committee decided to maintain the current six-week interval. The work programme was approved with the new additions.
Progress on Actions from Previous Meetings
The committee received a report on the progress of actions from previous meetings. Councillor Hughes pointed out issues with the report's formatting, making it difficult to read.
Arrangements for a Visit to Harrowgate Hill Primary School
The committee discussed their upcoming visit to Harrowgate Hill Primary School on 15 July 2024. Councillor Snedker called for more detailed objectives for the visit, which the committee agreed to establish before the visit.
