Public Questions about the Proposed Closure of Care Homes

The meeting began with Mr D Ingham raising concerns about the proposed closure of eleven council-run care homes. He referenced a previous statement made by the Executive Director of Adult Social Care and Health during a January meeting, which suggested there were no plans to reduce the number of council care homes. Mr Ingham questioned the events that led to the council's current position on care home closures.

The Executive Director responded by clarifying that his earlier comments had been misinterpreted. He explained that the initial statement was about reviewing the residential care home offer to ensure it meets future needs and demands while reducing costs by £5.209 million over the next five years. He reiterated that although no specific homes were identified for closure at that time, there was a recognised need to reduce capacity and remodel the existing offer.

Update on the Review of the Strategic Approach to Equality Diversity and Inclusion

Wes Downes, Policy Manager, and Sally Pearson, Head of Learning and Development, presented an update on the council's EDI strategy. The public consultation revealed strong support for the strategy, with respondents urging the council to be more explicit in its commitment to equality. The committee noted the final proposed EDI Statement and the proposed Equality Objectives.

Trade Union Time Off

The committee also reviewed the amount of time off granted to trade union representatives, in line with the ACAS Code of Practice on time off for trade union duties and activities. The council's recognition agreement with Unison, Unite, and GMB, established in 2021, is currently under review.
