Democratic Services Privacy Notice.   A full Council meeting involves all 39 Councillors, and is chaired by the Lord Mayor. It sets the budget and council tax, and policy framework within which all decision must sit, appoints the Leader and members of the Executive, and receives minutes of committees.   Speaking at Committee   For details about how to speak at Council, please click the following link - https://exeter.gov.uk/council-and-democracy/councillors-and-meetings/public-speaking-at-meetings/overview/   Questions must be submitted by 10am three working days before the meeting.  For example, if the meeting is being held on a Tuesday, questions must be submitted by 10am on the Thursday prior to the meeting.
