To seek Executive approval for the adoption of revised non-infrastructure habitat mitigation (SAMM) contributions, to be applied to all planning applications for residential development within the defined habitat mitigation zone received on or after 1 April 2026. The decision concerns the implementation of updated non-infrastructure habitat mitigation contributions to ensure continued Habitat Regulations compliance and robust decision-making on planning applications. It does not involve the adoption of a Local Plan or Supplementary Planning Document and is therefore considered appropriate for determination by the Executive.
