Terms of Reference for Climate Emergency Working Group   Purpose 1 To lead and propose positive and constructive actions to support the Climate Emergency agenda to achieve the Council’s target of net zero carbon emissions by 2030, and to consider and comment on responses to the UK government and other relevant bodies regarding climate and ecological issues.   2 To support and offer political leadership to champion the Isles of Scilly’s high quality environment, biodiversity, air, water, food products and future renewable energy resources, with particular emphasis on zero carbon ambitions.   3 To consider how the Council of the Isles of Scilly may best achieve its corporate objectives, priorities and actions so as to minimise or eliminate carbon emissions and the adverse effects of climate change.   4 To draw out budgetary and other resource implications for the Council across all operations and broader spheres of influence.   5 To consider how best to promote awareness of the need for urgent action to support businesses and individuals to tackle the climate and ecological emergences, both within the Council and amongst partner organisations and equally important, the wider community of the islands.   6 To act as the Council’s principal point of reference, deliberation and advice for matters specifically relating to the reduction of carbon emissions and adaption to the effects of climate change, including the utilisation of sustainable energy resources.   7 To consider and make recommendations to Full Council and any other strategic committee.   Chairmanship This group to be chaired by the Lead Member for Energy, Climate Change and Environment, or a deputy he or she nominates.   Membership This group will consist of six Members of the Council of the Isles of Scilly appointed on an annual basis, supported by two Officers. All Members have one vote on any matter brought before it.   General This is an informal body with no powers other than to make recommendations to Council. It is not bound by the provisions and powers relating to committees set out under the Local Government Act 1972. Guests, or regularly invited co-opted members, may be invited to speak at any meeting, but not vote, as this group speaks only for the Council of the Isles of Scilly. This group does not have any recognised budget of officer support except for those granted to it by Council, or by the Chief Executive or Head of Paid Service. This group was constituted on 11th April 2019 and will continue to meet until such a time that Council makes a resolution for it to cease.
